【摘要】：安全與生產(chǎn)是一對矛盾統(tǒng)一體,兩者相互促進又相互制約,生產(chǎn)過程中必然有安全問題,安全貫穿于生產(chǎn)的始終。作為生產(chǎn)化肥的化工企業(yè),安全是化工企業(yè)發(fā)展的根本保障,是企業(yè)生產(chǎn)的前提,是企業(yè)競爭的基礎。同時,十八大強調(diào)要深化安全生產(chǎn)管理體制改革,建立隱患排查治理體系和安全預防控制體系,遏制重特大安全事故。因此,提升企業(yè)安全管理水平,是擺在企業(yè)面前刻不容緩的課題。 本文首先指出了我國化工企業(yè)安全生產(chǎn)的嚴峻形勢,總結了化工企業(yè)安全生產(chǎn)工作中存在的主要問題面臨的機遇與挑戰(zhàn)。闡述了企業(yè)管理理論、模式、安全管理理論后,闡述了化工企業(yè)安全精細化管理的基本內(nèi)涵和本質(zhì)要求,探尋到了安全精細化管理的理論基礎,根據(jù)一般的企業(yè)安全管理模型,構建了YF公司安全精細化管理的模型,進而分析了化工企業(yè)安全精細化管理特色鮮明的運作機制,包括宏觀基礎和微觀機制兩個方面。宏觀基礎包括動因、總體思路、實施目的、運作原則、特點等；微觀機制包括構建組織機構、管理制度、業(yè)務流程、運行規(guī)則和確保安全精細化管理順利實施的保障體系,包括安全文化建設、安全教育培訓、安全預警分析管控體系職業(yè)健康優(yōu)化體系。最后,進行了對YF公司現(xiàn)場安全精細化管理過程實施記錄,對效果進行了驗證。
[Abstract]:Safety and production are a pair of contradictory unity, they promote each other and restrict each other. There must be safety problems in the process of production, and safety runs through the production all the time. As a chemical enterprise producing chemical fertilizer, safety is the fundamental guarantee for the development of chemical enterprise, the premise of enterprise production and the basis of enterprise competition. At the same time, the 18th CPC National Congress stressed the need to deepen the reform of the safety production management system, to establish a hidden danger investigation and control system and a safety prevention and control system, and to contain serious and serious safety accidents. Therefore, improving the level of enterprise safety management is an urgent task in front of enterprises. This paper first points out the severe situation of production safety in chemical enterprises in China, and summarizes the opportunities and challenges faced by the main problems in the safety production of chemical enterprises. After expounding enterprise management theory, mode and safety management theory, the basic connotation and essential requirement of chemical enterprise safety fine management are expounded, and the theoretical basis of safety fine management is explored, according to the general enterprise safety management model. The safety fine management model of YF company is constructed, and the operation mechanism of chemical enterprise safety fine management is analyzed, including macro basis and micro mechanism. The macroscopic foundation includes the motivation, the general idea, the implementation purpose, the operation principle, the characteristic and so on, the microscopic mechanism includes the construction of the organization, the management system, the business process, the operation rules and the guarantee system to ensure the smooth implementation of the safe and meticulous management. Including safety culture construction, safety education and training, safety early warning analysis, management and control system, occupational health optimization system. Finally, the detailed management process of site safety of YF company is recorded, and the effect is verified.
