市民舉報投訴火災(zāi)隱患危險程度分級研究

【摘要】:火災(zāi)事故損失巨大、后果慘重,是人們關(guān)注的主要災(zāi)害種類。近幾年,,重大火災(zāi)事故頻現(xiàn),火災(zāi)事故的預(yù)防工作作為社會公共安全事業(yè)的重要組成部分,越來越引起人們的重視。隨著社會的進(jìn)步、經(jīng)濟(jì)的發(fā)展,人們對生存環(huán)境的要求越來越高,如何及時發(fā)現(xiàn)和消除火災(zāi)隱患,防止火災(zāi)事故的發(fā)生,具有重要的意義。 北京城市的安全運行是北京市安全監(jiān)督管理局的工作重點,安監(jiān)局12350安全生產(chǎn)舉報投訴中心是城市的安全運行隱患發(fā)現(xiàn)的主要線索來源。該中心自2009年12月成立以來,受理大量全市安全生產(chǎn)及城市安全運行的舉報投訴事項。本文根據(jù)12350安全生產(chǎn)舉報投訴中心的日常工作需求,選取火災(zāi)隱患作為研究對象,以劃定火災(zāi)隱患級別。本文根據(jù)12350安全生產(chǎn)舉報投訴中心的日常工作需求,選取火災(zāi)隱患作為研究對象,以劃定火災(zāi)隱患級別。本文首先經(jīng)過文獻(xiàn)檢索,分析了火災(zāi)隱患的特點,火災(zāi)隱患與火災(zāi)事故的關(guān)系。其次運用數(shù)據(jù)統(tǒng)計和分析的方法,研究了2005年至2007年全國較大及以上火災(zāi)事故調(diào)查報告和一般火災(zāi)事故記錄,結(jié)合12350舉報投訴中心自成立以來至2012年7月受理的火災(zāi)隱患舉報投訴信息,建立了火災(zāi)事故危險程度指標(biāo)體系和火災(zāi)事故危險程度Logistic模型,把火災(zāi)隱患分為兩級:較大及以上級別和一般級別,對應(yīng)舉報中心緊急件和一般件,然后運用建立的災(zāi)事故危險程度Logistic模型對舉報中心2011年受理的火災(zāi)隱患進(jìn)行危險程度評估分級,并對結(jié)果進(jìn)行了分析。實例表明,該方法具有一定的實用價值。最后,根據(jù)分級結(jié)果,本文對北京市安監(jiān)局12350的日常工作提出了一些建議。
[Abstract]:The fire accident loss is huge, the consequence is heavy, is the main disaster kind which people pays close attention to. In recent years, major fire accidents occur frequently. As an important part of social public security, the prevention of fire accidents has attracted more and more attention. With the progress of society and the development of economy, people have higher and higher demands on the living environment. It is of great significance to find and eliminate the hidden fire hazards in time and prevent the occurrence of fire accidents. The safety operation of Beijing City is the focus of the work of the Beijing Safety Supervision and Administration Bureau, and the 12350 Safety production report and complaint Center is the main clue source for the discovery of hidden dangers in the safety operation of the city. Since its establishment in December 2009, the center has accepted a large number of complaints about the safety of production and operation of the city. According to the daily work demand of the 12350 Safety production report and complaint Center, this paper selects the hidden fire hazard as the research object, in order to define the fire hidden danger level. Secondly, by using the method of data statistics and analysis, the paper studies the investigation report of large fire accident and the general fire accident record in China from 2005 to 2007. Based on the information received by the 12350 report and complaint Center from its establishment to July 2012, the fire hazard degree index system and the Logistic model of the fire accident risk degree are established. The hidden dangers of the fire are divided into two levels: larger and higher and general, corresponding to the emergency and ordinary parts of the reporting center, Then, the Logistic model is used to evaluate the dangerous degree of fire hazards accepted by the reporting center in 2011, and the results are analyzed. The example shows that this method has certain practical value. Finally, according to the classification results, this paper puts forward some suggestions on the daily work of Beijing Safety Supervision Bureau 12350.
