寧夏山洪災(zāi)害雨量預(yù)警值計算

【摘要】:隨著山洪災(zāi)害監(jiān)測預(yù)警非工程措施建設(shè)和全國2013年-2015年度山洪災(zāi)害防治建設(shè)的推進,寧夏全區(qū)防洪減災(zāi)綜合能力得到了顯著改善和全面提升。但現(xiàn)階段尚沒有科學(xué)、系統(tǒng)、定量的分析研究突發(fā)暴雨、洪水、積澇、滑坡、泥石流等山洪災(zāi)害預(yù)警指標,突發(fā)性洪澇災(zāi)害的應(yīng)急避災(zāi)、緊急處置和搶險救助仍舊十分困難。結(jié)合寧夏水系分布與防洪工程建設(shè)實際情況,在參考已有臨界雨量推求方法的基礎(chǔ)上,綜合應(yīng)用暴雨等值線和P-Ⅲ頻率曲線表反推不同量級洪水對應(yīng)的雨量值作為山洪災(zāi)害預(yù)警值。該方法簡單易操作,計算成果對寧夏防洪減災(zāi)工作具有重要意義。
