香港山泥傾瀉防災減災管理體系

【摘要】:香港曾因頻繁的斜坡重力活動發(fā)生人員財產(chǎn)重大災害損失,1977年將斜坡安全納入政府職責后,建立了一套全面統(tǒng)一的管理體系,這使事故及人員傷亡數(shù)量大大降低,為世界斜坡安全管理提供了成功案例;趯嵉乜疾煸L問、交流研討和文獻資料查詢,梳理并總結(jié)香港斜坡管理體系、經(jīng)驗模式,為內(nèi)地相應(yīng)地區(qū)和相關(guān)部門的防災減災體系建設(shè)提供借鑒。
[Abstract]:Hong Kong has suffered heavy losses of personnel and property due to frequent slope gravity activities. After incorporating slope safety into the responsibility of the government in 1977, a comprehensive and unified management system was established, which greatly reduced the number of accidents and casualties. It provides a successful example of slope safety management in the world. Based on on-the-spot investigation, exchange of discussion and literature inquiry, this paper summarizes the slope management system of Hong Kong and its experience model, and provides reference for the construction of disaster prevention and mitigation system in the relevant areas and relevant departments in the mainland.
