【摘要】：安全生產(chǎn)事關(guān)人民群眾生命財產(chǎn)安全,事關(guān)經(jīng)濟(jì)社會發(fā)展。隨著國民經(jīng)濟(jì)的快速發(fā)展,城鎮(zhèn)化、工業(yè)化的腳步不斷加快,特別是在一些已基本進(jìn)入工業(yè)中后期和城市化加速期的沿海發(fā)達(dá)地區(qū),安全生產(chǎn)事故層出不窮,安全生產(chǎn)也出現(xiàn)了新形勢、新問題和新特點。地方政府如何適應(yīng)經(jīng)濟(jì)社會發(fā)展變化、安全生產(chǎn)及其監(jiān)管的新情況,利用自身經(jīng)濟(jì)、產(chǎn)業(yè)、政策優(yōu)勢,對現(xiàn)行安全生產(chǎn)監(jiān)管工作進(jìn)行調(diào)整、發(fā)展和創(chuàng)新,是目前迫切需要深入研究的重大課題。本論文以現(xiàn)代安全管理理論、博弈論、政府管制理論為指導(dǎo),采取實證與理論相結(jié)合的方法,站在政府的角度進(jìn)行研究,具有一定的理論意義,對實際問題的解決也具有一定的參考價值。本文力圖摸索出一條契合地方政府實際的監(jiān)管創(chuàng)新之路,同時希望能夠進(jìn)一步豐富政府安全生產(chǎn)監(jiān)管工作的理論研究,這也將對全國安全生產(chǎn)監(jiān)管工作起到積極的推動作用。本論文分析了地方政府安全生產(chǎn)監(jiān)管的基本內(nèi)容以及安全生產(chǎn)監(jiān)管的重要性。從廈門市思明區(qū)安全生產(chǎn)監(jiān)管的實際情況出發(fā),從監(jiān)管協(xié)調(diào)機(jī)制、監(jiān)管主體保障性、監(jiān)管方式內(nèi)容、以及安全生產(chǎn)主體責(zé)任等方面進(jìn)行實證分析,系統(tǒng)查找其安全監(jiān)管工作中存在的深層次問題,分析存在問題的原因。本論文還對其他地區(qū)安全生產(chǎn)先監(jiān)管的先進(jìn)經(jīng)驗進(jìn)行提煉總結(jié)。最后,從安全生產(chǎn)監(jiān)管理念、監(jiān)管機(jī)制、監(jiān)管方式方法等角度,提出廈門市思明區(qū)安全生產(chǎn)監(jiān)管工作的改進(jìn)路徑。
[Abstract]:Safety production is related to the safety of people's lives and property, and economic and social development. With the rapid development of the national economy, urbanization and the pace of industrialization, especially in some developed coastal areas, which have basically entered the middle and late stage of industry and the accelerated period of urbanization, accidents of safe production have emerged in endlessly. Safe production also appeared new situation, new problem and new characteristic. How can local governments adapt to the changes in economic and social development, the new situation of safety production and its supervision, and make use of their own economic, industrial and policy advantages to adjust, develop and innovate the current work of safety supervision in production? Is the urgent need for in-depth study of the major issue. Under the guidance of modern safety management theory, game theory and government regulation theory, this paper takes the method of combination of demonstration and theory to study from the angle of government, which has certain theoretical significance. Also has certain reference value to the actual question solution. This paper tries to find out a way of supervision innovation which is in line with the actual situation of local government, and hopes to further enrich the theoretical study of government supervision of production safety, which will also play an active role in promoting the work of national safety production supervision. This paper analyzes the basic content of local government safety supervision and the importance of safety production supervision. Starting from the actual situation of safety production supervision in Siming District of Xiamen City, this paper makes an empirical analysis from the aspects of supervision coordination mechanism, supervision subject security, the content of supervision mode, and the responsibility of safety production main body, etc. The system finds out the deep problems existing in the work of safety supervision and analyzes the causes of the problems. This paper also summarizes the advanced experience of safety supervision in other regions. Finally, from the view of safety production supervision idea, supervision mechanism, supervision method and so on, the paper puts forward the way to improve the safety production supervision in Siming District of Xiamen City.
