【摘要】：隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展,道路運(yùn)輸行業(yè)客貨運(yùn)輸需求日益增加,增加了道路運(yùn)輸過(guò)程中突發(fā)事件發(fā)生的風(fēng)險(xiǎn),如何保障道路運(yùn)輸?shù)陌踩砸呀?jīng)成為道路運(yùn)輸管理部門所考慮的首要問題。論文的課題來(lái)源與陜西省交通運(yùn)輸廳項(xiàng)目《陜西省交通運(yùn)輸安全生產(chǎn)和應(yīng)急體系建設(shè)“十三五”發(fā)展規(guī)劃》,論文的研究是為了回答“從行業(yè)管理角度如何進(jìn)行道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理”。論文著眼于“為什么要將道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理結(jié)合研究”,“如何建立道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理體系”,采用系統(tǒng)學(xué)理論和解釋結(jié)構(gòu)模型論證了“影響因素是什么,其結(jié)構(gòu)關(guān)系如何”,運(yùn)用博弈模型分析了“為什么要進(jìn)行道路運(yùn)輸安全生產(chǎn)與管理能力評(píng)價(jià)”,最后建立評(píng)價(jià)指標(biāo)體系,構(gòu)建了評(píng)價(jià)模型,解決了“怎樣科學(xué)合理評(píng)價(jià)安全生產(chǎn)與管理能力”的問題。論文的主要工作如下:首先,論文論述了將道路運(yùn)輸安全生產(chǎn)與應(yīng)急相結(jié)合,建立道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理體系建設(shè)的合理性和必要性,在分析道路安全生產(chǎn)與應(yīng)急管理的內(nèi)系統(tǒng)結(jié)構(gòu)的基礎(chǔ)之上,結(jié)合相關(guān)文獻(xiàn)研究和實(shí)地調(diào)研總結(jié),提出道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理組織體系、運(yùn)行體系及保障體系的具體內(nèi)容和整體框架。其次,理順道路運(yùn)輸安全事件致因的內(nèi)在機(jī)理、變化規(guī)律,闡明道路運(yùn)輸安事件致因機(jī)理,分析道路運(yùn)輸突發(fā)事件各影響因素之間的結(jié)構(gòu)與層次關(guān)系,找出哪些是導(dǎo)致道路運(yùn)輸突發(fā)事件發(fā)生直接因素,哪些因素是根源作用因素。通過(guò)對(duì)管理決策部門、管理執(zhí)行部門和企業(yè)的監(jiān)管博弈分析,指出加強(qiáng)對(duì)管理執(zhí)行部門的監(jiān)管、考核是降低企業(yè)違規(guī)行為發(fā)生概率,提高安全生產(chǎn)與應(yīng)急水平的有效手段。最后,在前文對(duì)道路運(yùn)輸突發(fā)事件致因研究結(jié)果的基礎(chǔ)上,確定道路運(yùn)輸安全生產(chǎn)管理與應(yīng)急管理的要素有哪些,按照指標(biāo)選取原則選取了初始指標(biāo),采用探索性因子分析法確定了評(píng)價(jià)指標(biāo)體系,提出了基于熵值法賦權(quán)的TOPSIS評(píng)價(jià)模型,選取合適區(qū)域、收集相關(guān)數(shù)據(jù)對(duì)道路運(yùn)輸安全生產(chǎn)與應(yīng)急管理能力評(píng)價(jià)方法進(jìn)行實(shí)例分析,并以評(píng)價(jià)結(jié)果作為監(jiān)管部門管理水平高低、監(jiān)管工作好壞的考核指標(biāo)。
[Abstract]:With the rapid development of China's economy and society, the demand for passenger and freight transportation in the road transport industry is increasing, increasing the risk of sudden events in the course of road transport. How to ensure the safety of road transportation has become the primary problem considered by the road transport management department. The source of the paper and the Shaanxi provincial transportation and Transportation Department Project Shaanxi province transportation safety production and emergency system construction "13th Five-Year" development plan >, the research of this paper is to answer "how to carry on the safety production and emergency management of road transportation from the angle of industry management". The thesis focuses on "why should we combine the safety production with emergency management in road transportation" and "how to establish the road" The safety production and emergency management system of road transportation, using the system theory and the explanation structure model to demonstrate "what is the influence factor and its structure relationship", and using the game model to analyze "why to evaluate the safety production and management ability of road transportation", and then establish the evaluation index system and construct the evaluation model. The main work of this paper is as follows: first, the paper expounds the rationality and necessity of establishing the safety production and emergency management system of road transportation by combining the safety of road transportation with emergency, and analyzes the safety production and emergency management of road transportation. On the basis of the internal system structure, combined with the related literature research and field research summary, this paper puts forward the organization system of road transportation safety and emergency management, the concrete content and the whole framework of the operation system and the guarantee system. Secondly, the internal mechanism and the change law of the cause of road transportation safety events are straightened out, and the cause of the road transport safety events is explained. The mechanism is to analyze the relationship between the structure and the level of the impact factors of the road transportation emergencies, find out which are the direct factors that lead to the accident of the road transportation and which factors are the root factors. Through the game analysis of the management decision department, the management executive department and the enterprise, the author points out that the supervision of the management executive department is strengthened. In the end, on the basis of the research results of the accident caused by road transportation, what are the elements of the safety production management and emergency management in the road transportation, and the initial indexes are selected according to the principle of index selection. The evaluation index system is determined by the method of the factor analysis, and the TOPSIS evaluation model based on the entropy method is put forward, the appropriate area is selected, the relevant data is collected to analyze the evaluation method of the safety production and emergency management ability of the road transportation, and the evaluation results are taken as the management level of the supervision department and the assessment of the supervision work is good and bad.
