【摘要】：特種設備廣泛運用于各類企業(yè)中,是企業(yè)生產(chǎn)的核心工具。隨著我國經(jīng)濟的飛速發(fā)展,特種設備的使用量也快速增加,眾所周知,特種設備不同于工廠里的普通設備,它本身就具有風險性和事故易發(fā)性,如果出現(xiàn)偏差,發(fā)生事故,一般都是嚴重的事故,造成極大的財產(chǎn)損失和人身傷亡。因此我國對特種設備的監(jiān)管是有別于一般設備的,全過程徹底的監(jiān)管。 最近幾年來,隨著改革開放,QY縣整體的經(jīng)濟增長迅速,新興企業(yè)很多,隨之而來的特種設備新裝也逐漸增多,近5年來,每年都保持20%以上設備增長率,2012年全縣納入監(jiān)管體系的特種設備數(shù)量為1437臺。特種設備數(shù)量的增加,也帶動了特種設備從業(yè)人員數(shù)量的增長。根據(jù)統(tǒng)計,2007年QY縣在冊特種設備作業(yè)人員不足200名,但2008年以來,隨著特種設備數(shù)量的增加,特種設備作業(yè)人員每年以近40%的速度增長,至2012年6月底,QY縣在冊特種設備作業(yè)人員已超過千人。 由于設備和人員增長的速度超過了預期,給安全監(jiān)管工作的開展帶來了巨大的壓力,怎樣保證安全生產(chǎn),維護整體大局穩(wěn)定,已成為特種設備安全監(jiān)管部門必須認真思考的問題。本文以筆者所在的工作崗位進行安全監(jiān)管為研究對象,運用文獻分析法、實證調研法、比較研究法等研究方法,,在國內普遍重視特種設備監(jiān)管改革和提升的前提下,分析筆者所在縣區(qū)監(jiān)管工作現(xiàn)狀、發(fā)現(xiàn)的問題和出現(xiàn)的原因,并通過參考先進的理論方法和風險評估的相關理論,結合實際,提出改進QY縣特種設備安全監(jiān)管當前存在問題的對策,即應用風險評估的方法對特種設備實施分級管理、落實企業(yè)安全主體責任提高意識、加大社會和科技支撐的力度、充實監(jiān)管力量加強隊伍建設、改進安全監(jiān)察管理模式,提高特種設備執(zhí)法水平,從而提高特種設備安全監(jiān)管水平,保障區(qū)域內安全生產(chǎn)環(huán)境穩(wěn)定,使人民群眾生產(chǎn)和生活安全。
[Abstract]:Special equipment is widely used in all kinds of enterprises, is the core tool of enterprise production. With the rapid development of China's economy, the use of special equipment is also rapidly increasing. As we all know, special equipment is different from the ordinary equipment in the factory. It itself is of risk and accident prone. If there are deviations and accidents, it is generally all Serious accidents cause great property loss and personal injury. Therefore, the supervision of special equipment in China is different from the general equipment, and the whole process is thoroughly supervised.
In recent years, with the reform and opening up, the overall economic growth of QY county has been growing rapidly. There are many new enterprises and new types of special equipment. In the last 5 years, the growth rate of more than 20% equipment has been maintained. In 2012, the number of special equipment in the whole county is 1437. The increase of the number of special equipment has also led to the special set up. According to statistics, in 2007, the number of special equipment workers in QY county is less than 200, but since 2008, with the increase of the number of special equipment, special equipment workers have increased by nearly 40% per year, to the end of June 2012, more than a thousand people in QY County special equipment operation personnel have been.
As the speed of growth of equipment and personnel is more than expected, it has brought great pressure to the development of safety supervision. How to ensure safe production and maintain overall overall stability has become a problem that the safety supervision department of special equipment must seriously consider. On the premise of the reform and promotion of special equipment supervision, this paper analyzes the current situation of the supervision work in the county, the problems found and the causes, and puts forward a combination of the advanced theoretical method and the related theory of risk assessment. The countermeasures to improve the current problems in the safety supervision of special equipment in QY county are to apply the method of risk assessment to carry out the classification management of special equipment, implement the consciousness of improving the responsibility of the main body of the enterprise security, increase the strength of the social and scientific support, enrich the supervision force to strengthen the team construction, improve the safety supervision and management mode, and improve the law enforcement of special equipment. Therefore, the safety supervision level of special equipment can be improved, and the safe production environment in the region will be stable, so that people's production and life safety can be ensured.
