【摘要】：安全生產(chǎn)標(biāo)準(zhǔn)化評審是評判安全生產(chǎn)標(biāo)準(zhǔn)化質(zhì)量的重要手段,為了維護安全生產(chǎn)標(biāo)準(zhǔn)化評審活動的科學(xué)性、權(quán)威性和合目的性,需要對安全生產(chǎn)標(biāo)準(zhǔn)化評審活動本身進行評估。針對安全生產(chǎn)標(biāo)準(zhǔn)化評審工作,提出應(yīng)用元評估方法,從目標(biāo)適切性、方案可行性、過程精確性和結(jié)果有效性4項基本要素的角度,對安全生產(chǎn)標(biāo)準(zhǔn)化評審進行價值判斷;并通過實踐研究,從元評估的方案設(shè)計、組織實施到結(jié)果應(yīng)用,全面探究安全生產(chǎn)標(biāo)準(zhǔn)化元評估的實現(xiàn)方式。結(jié)果表明,安全生產(chǎn)標(biāo)準(zhǔn)化元評估可以為安全生產(chǎn)標(biāo)準(zhǔn)化評審體系和實踐的完善和改進提供依據(jù)。
[Abstract]:The safety production standardization evaluation is an important means to judge the safety production standardization quality. In order to maintain the scientific nature, authority and purpose of the safety production standardization review activities, it is necessary to evaluate the safety production standardization evaluation activities themselves. In view of the work of safety production standardization evaluation, this paper puts forward the application of meta-evaluation method to judge the value of safety production standardization evaluation from the point of view of the four basic elements of goal suitability, scheme feasibility, process accuracy and result validity. And through the practice research, from the meta-evaluation scheme design, the organization implementation to the result application, the overall exploration safety production standardization meta-evaluation realization way. The results show that the meta-evaluation of safety production standardization can provide the basis for the perfection and improvement of safety production standardization evaluation system and practice.
