【摘要】：為了減少和預(yù)防煤礦救援事故的發(fā)生,采用事故統(tǒng)計(jì)與分析的方法對(duì)煤礦應(yīng)急救援過(guò)程中發(fā)生的事故進(jìn)行了研究。對(duì)2000—2015年間發(fā)生的25起較大及以上救援事故進(jìn)行研究,結(jié)果表明:導(dǎo)致事故的主要作業(yè)類(lèi)型為瓦斯爆炸事故救援和火災(zāi)事故救援,造成人員傷亡的主要原因是中毒窒息和爆炸波沖擊。為了進(jìn)一步發(fā)現(xiàn)煤礦救援事故中具體原因,以事故致因"2-4"模型為分析工具,對(duì)描述較詳細(xì)的12起事故中的不安全動(dòng)作原因進(jìn)行研究,結(jié)果表明:減少不安全動(dòng)作的首要任務(wù)是治理違章動(dòng)作;治理違章首先要減少操作中"進(jìn)入災(zāi)區(qū)所帶裝備不足"和指揮中"未制定嚴(yán)密處理方案和安全技術(shù)措施"等高頻不安全動(dòng)作。
[Abstract]:In order to reduce and prevent the occurrence of coal mine rescue accident, the accident occurred in the process of coal mine emergency rescue was studied by means of accident statistics and analysis. In this paper, 25 large rescue accidents occurred between 2000 and 2015 were studied. The results show that the main types of operations leading to the accidents are gas explosion rescue and fire accident rescue. The main causes of casualties are toxic asphyxia and blast shock. In order to further find out the specific causes of coal mine rescue accidents, using the accident cause "2-4" model as an analytical tool, the causes of unsafe actions in 12 accidents are described in detail. The results show that the first task to reduce unsafe action is to control the illegal action; To deal with violations of regulations, we must first reduce the high frequency unsafe actions such as "insufficient equipment brought into the disaster areas" in operation and "failure to formulate strict handling plans and safety technical measures" in command.
