【摘要】：隨著國(guó)家經(jīng)濟(jì)的發(fā)展，各類交通安全突發(fā)事件頻頻發(fā)生，不知吞噬了多少人的生命，給國(guó)家和人民造成了巨大的財(cái)產(chǎn)損失，如何有效應(yīng)對(duì)交通安全突發(fā)事件已成為一道難題。面對(duì)公共交通安全突發(fā)事件多發(fā)、頻發(fā)的挑戰(zhàn)，加強(qiáng)應(yīng)急管理工作，提高應(yīng)對(duì)交通安全突發(fā)事件的組織化程度和綜合化能力，具有重大意義。它考驗(yàn)著當(dāng)今社會(huì)公眾的承受能力，考驗(yàn)著政府維護(hù)社會(huì)穩(wěn)定、國(guó)家安全和人民群眾利益的能力，更考驗(yàn)著政府履行社會(huì)管理義務(wù)和提供公共服務(wù)職能的能力。 紹興市是一個(gè)經(jīng)濟(jì)發(fā)展迅速、地域面積不大的二線城市，通過(guò)近十年的努力，紹興市政府已相繼成立了110指揮中心、120醫(yī)療救援中心、119火警中心等系統(tǒng)，也出臺(tái)了專業(yè)領(lǐng)域內(nèi)的應(yīng)急預(yù)案，但卻并沒(méi)有建成一個(gè)完善的交通安全突發(fā)事件應(yīng)急管理系統(tǒng)，與現(xiàn)代城市日益增長(zhǎng)的交通安全突發(fā)事件的應(yīng)急需求存在差距。其保守的政治治理體系已不能滿足城市發(fā)展的需求，傳統(tǒng)的政府應(yīng)急管理機(jī)制在頻發(fā)的交通安全應(yīng)急管理過(guò)程中時(shí)常出現(xiàn)捉襟見(jiàn)肘的情況，同樣的問(wèn)題反復(fù)出現(xiàn)，有時(shí)過(guò)晚、有時(shí)過(guò)軟，致使處置失當(dāng)，交通安全應(yīng)急管理體系亟待完善。 本文以紹興市交通安全應(yīng)急管理為研究對(duì)象，遵循提出問(wèn)題、分析問(wèn)題和解決問(wèn)題的思路，從政府危機(jī)管理的概念出發(fā)，提出紹興市交通安全應(yīng)急管理的研究背景，研究目的和研究意義。在此基礎(chǔ)上，嘗試著通過(guò)構(gòu)建一個(gè)四維度的金字塔模型，以數(shù)據(jù)描述統(tǒng)計(jì)、歸納法、案例分析為分析手段，以比較分析法貫穿全文，運(yùn)用多種方法、理論，以紹興市近5年的應(yīng)急管理數(shù)據(jù)和案例為依據(jù)，對(duì)近年來(lái)紹興市交通安全應(yīng)急管理改進(jìn)歷程進(jìn)行多角度多層次的分析、比對(duì)，梳理了紹興市交通安全應(yīng)急管理的發(fā)展脈絡(luò)，理清紹興市應(yīng)急體系框架的建立情況，分析了目前紹興市交通安全應(yīng)急管理的現(xiàn)狀及現(xiàn)存問(wèn)題。最后通過(guò)分析應(yīng)急管理中政府的責(zé)任和公眾的權(quán)利義務(wù)，，嘗試性地提出了系統(tǒng)的交通安全應(yīng)急管理的對(duì)策建議，以期有助于維護(hù)社會(huì)穩(wěn)定，促進(jìn)社會(huì)和諧。
[Abstract]:With the development of national economy, various kinds of traffic safety emergencies occur frequently, which engulfs the lives of many people and cause huge property losses to the country and people. How to effectively deal with traffic safety emergencies has become a difficult problem. In the face of the frequent and frequent challenges of public transportation safety emergencies, it is of great significance to strengthen the emergency management work and improve the organizational and comprehensive ability to deal with traffic safety emergencies. It tests the ability of the public to bear, the ability of the government to maintain social stability, national security and the interests of the people, and the ability of the government to fulfill its social management obligations and provide public services. Shaoxing is a second-tier city with rapid economic development and small geographical area. Through the efforts of nearly 10 years, the Shaoxing municipal government has successively set up 110 command centers, medical rescue centers, fire alarm centers, and other systems. But it has not built a perfect emergency management system of traffic safety emergencies, which is far from the increasing emergency demand of traffic safety emergencies in modern cities. Its conservative political governance system has not been able to meet the needs of urban development. The traditional government emergency management mechanism often has an overstretched situation in the process of frequent traffic safety emergency management. The same problems appear repeatedly, sometimes too late. Sometimes too soft, resulting in improper disposal, traffic safety emergency management system needs to be improved. This paper takes the traffic safety emergency management of Shaoxing city as the research object, follows the train of thought of putting forward problems, analyzing problems and solving problems, starting from the concept of government crisis management, puts forward the research background of Shaoxing traffic safety emergency management. The purpose and significance of the research. On this basis, we try to build a four-dimensional pyramid model, with data description statistics, induction, case analysis as the means of analysis, comparative analysis throughout the full text, using a variety of methods, theory, Based on the emergency management data and cases of Shaoxing in the past five years, this paper analyzes the improvement course of traffic safety emergency management in Shaoxing in recent years, compares and compares, and combs the development context of traffic safety emergency management in Shaoxing. This paper clarifies the establishment of the emergency system framework in Shaoxing, and analyzes the present situation and existing problems of traffic safety emergency management in Shaoxing. Finally, by analyzing the responsibility of the government and the rights and obligations of the public in emergency management, this paper tries to put forward the countermeasures and suggestions of systematic traffic safety emergency management in order to help maintain social stability and promote social harmony.
