綜合安全評(píng)估在油輪營(yíng)運(yùn)安全中的應(yīng)用研究

【摘要】:盡管全球經(jīng)濟(jì)不太景氣,導(dǎo)致原油產(chǎn)品的需求量也不大,但是石油運(yùn)輸?shù)睦麧?rùn)仍然是相當(dāng)可觀的,全球的油輪的船隊(duì)仍然保持很高的比例。如何保證油輪在營(yíng)運(yùn)過(guò)程中的安全性是航海上一個(gè)熱點(diǎn)研究問(wèn)題。 本文在在研究綜合安全評(píng)估理論框架及應(yīng)用研究現(xiàn)狀的基礎(chǔ)上,分析了油輪的主要特點(diǎn),油輪的主要航線(xiàn)以及油輪的運(yùn)動(dòng)狀態(tài)等內(nèi)容,然后分別重點(diǎn)分析了船員、船舶和管理部門(mén)對(duì)油輪營(yíng)運(yùn)的影響,并列出了存在的主要問(wèn)題,如部分船員責(zé)任心不強(qiáng),設(shè)備使用不熟練,應(yīng)急程序不清醒。船舶結(jié)果和設(shè)備過(guò)時(shí),有的老化,甚至失去應(yīng)有的功能,隨著船舶使用年份的增大,船舶的強(qiáng)度,密閉性也會(huì)受到影響,溢油滲漏事故時(shí)有發(fā)生;然后分別討論了船公司、監(jiān)管部門(mén)和國(guó)際公約對(duì)油輪應(yīng)用的影響,在此基礎(chǔ)上給出風(fēng)險(xiǎn)分析模型。FSA中風(fēng)險(xiǎn)分析模型很多,本文采用基于資產(chǎn)脆弱性的風(fēng)險(xiǎn)評(píng)價(jià)模型,該模型既可以進(jìn)行定性分析,又可以定量計(jì)算各類(lèi)風(fēng)險(xiǎn)的危險(xiǎn)度。該模型隸屬度函數(shù)不需要復(fù)雜計(jì)算,比較簡(jiǎn)單、實(shí)用。 最后依據(jù)不同的影響因素以及風(fēng)險(xiǎn)分析的結(jié)果,給出了油輪營(yíng)運(yùn)安全的決策與建議,分別在應(yīng)對(duì)人員責(zé)任心不強(qiáng),業(yè)務(wù)素質(zhì)不強(qiáng),船體結(jié)構(gòu)缺陷,船舶服役時(shí)間過(guò)長(zhǎng),公司管理不完善以及各監(jiān)管部門(mén)不嚴(yán)等方面分別給出了對(duì)應(yīng)的決策和建議。
[Abstract]:Although the global economy is weak and the demand for crude oil products is low, the profits from oil transportation are still considerable, and the fleet of oil tankers around the world remains high. How to ensure the safety of oil tankers in the course of operation is a hot issue in navigation. On the basis of studying the theoretical framework of comprehensive safety assessment and the present situation of application research, this paper analyzes the main characteristics of oil tankers, the main routes of tankers and the state of motion of oil tankers, and then analyzes the crew respectively. The influence of ship and management on the operation of oil tankers is listed, and the main problems are listed, such as the lack of responsibility of some crew members, the unskilled use of equipment, and the lack of sober emergency procedures. The ship's results and equipment are out of date, some of them are aging, and some of them even lose their proper functions. With the increase of the ship's service year, the strength and sealing of the ship will also be affected, and oil spills will occur from time to time. Then, the shipping companies will be discussed separately. There are many risk analysis models in FSA. The risk assessment model based on asset vulnerability is used in this paper, which can be used for qualitative analysis. The risk of various types of risks can also be calculated quantitatively. The membership function of the model does not need complicated calculation and is simple and practical. Finally, according to the different influencing factors and the result of risk analysis, the decision and suggestion of oil tanker operation safety are given, respectively, when the responsibility of the personnel is not strong, the business quality is not strong, the hull structure is defective, the ship service time is too long. The company management is not perfect and the supervision department is not strict and so on gives the corresponding decision and suggestion respectively.
