地質(zhì)鉆探行業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化規(guī)范的研究

【摘要】:地質(zhì)鉆探行業(yè)的施工工藝一般很復(fù)雜,作業(yè)大多是在生存條件艱苦且路況較差的野外進行,加之作業(yè)人員的文化程度及安全意識不高,上級單位監(jiān)督管理缺乏等多方面的的原因,使之具有很高的危險性,在我國屬于高危行業(yè)。為了改變這種安全現(xiàn)狀,保障地質(zhì)鉆探的安全生產(chǎn),及作業(yè)人員的人身安全健康,就需要運用一套適合的、切實有效的安全管理模式,對企業(yè)進行全面的安全管理,從人、機、環(huán)、管各個方面進行規(guī)范。 安全生產(chǎn)標(biāo)準(zhǔn)建設(shè)是我國近年來各行各業(yè)都在進行的一項工作。因為安全生產(chǎn)標(biāo)準(zhǔn)化是在研究總結(jié)國際上通用的現(xiàn)代安全理念、模式,如OHSMS、HSE、NOSA等的基礎(chǔ)上,結(jié)合我國安全管理的現(xiàn)狀及企業(yè)實際,提出的一種適合我國國情和企業(yè)特點的現(xiàn)代安全生產(chǎn)管理模式。它是以“以人為本”的思想和“安全第一”的方針為統(tǒng)領(lǐng),強調(diào)企業(yè)安全生產(chǎn)工作的法制化、制度化、規(guī)范化、科學(xué)化和系統(tǒng)化,,強化事故預(yù)防,注重持續(xù)改進,符合現(xiàn)代安全管理的要求。在地質(zhì)鉆探行業(yè)引入這種安全管理模式是有很大的現(xiàn)實意義的。而目前這在地質(zhì)鉆探行業(yè)基本屬于空白。所以為了彌補這種空白,本文對地質(zhì)鉆探行業(yè)的安全生產(chǎn)標(biāo)準(zhǔn)化規(guī)范進行了研究。 本文的結(jié)構(gòu)及研究路線主要分為三部分:首先,通過對地質(zhì)鉆探施工工藝特點的分析,總結(jié)出了該行業(yè)可能的事故類型及目前安全管理方面存在的問題;其次,對《企業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化基本規(guī)范》的總體結(jié)構(gòu)及條款含義進行了分析研究,掌握了其原理及內(nèi)涵。結(jié)合其他行業(yè)已頒布的安全標(biāo)準(zhǔn)化規(guī)范及考核標(biāo)準(zhǔn)、地質(zhì)鉆探行業(yè)現(xiàn)有的安全規(guī)章制度等,提出了地質(zhì)鉆探行業(yè)的安全標(biāo)準(zhǔn)化規(guī)范的結(jié)構(gòu),并確定了一級要素;最后,根據(jù)現(xiàn)代安全管理的原理,運用風(fēng)險管理理論、安全行為理論以及人際工程學(xué)理論等,結(jié)合地質(zhì)鉆探企業(yè)的實際情況,對每個一級要素進行分級,并明確規(guī)定了各要素的具體要求。 總體來說,本文建立了地質(zhì)鉆探行業(yè)安全生產(chǎn)標(biāo)準(zhǔn)化規(guī)范,提出了12個一級要素及51個二級要素。
[Abstract]:The construction technology of the geological drilling industry is generally very complex. Most of the operations are carried out in the field with difficult living conditions and poor road conditions. In addition, the cultural degree and safety awareness of the workers are not high, and the supervision and management of the higher level units are lacking in many aspects, so that it has a high risk. In our country, it is a high-risk industry. In order to ensure the safety and safety of geological drilling and the safety and health of the personnel, it is necessary to use a set of suitable and effective safety management mode, to carry out comprehensive safety management for enterprises, and to standardize all aspects of people, machines, rings and pipes.
The construction of safety production standards is a work in all walks of life of our country in recent years. Because the standardization of safety production is based on the research and summary of the international general modern safety concepts, models, such as OHSMS, HSE, NOSA and so on, combined with the current situation of China's safety management and the practice of enterprises, which is suitable for China's national conditions and enterprises. It is based on the "people-oriented" thought and the policy of "safety first". It emphasizes the legalization, institutionalization, standardization, scientification and systematization of enterprise safety production, strengthening the prevention of accidents, paying attention to continuous improvement, conforming to the requirements of modern safety management and introducing in the geological drilling industry. This kind of safety management model is of great practical significance. And at present, this is basically a blank in the geological drilling industry. So in order to make up for this blank, this paper studies the standardization of safety production in the geological drilling industry.
The structure and research route of this paper are divided into three parts: first, through the analysis of the characteristics of the geological drilling technology, the possible types of accidents and the existing problems in the safety management are summed up. Secondly, the overall structure and the meaning of the basic standard for the standardization of the enterprise safety production standardization are analyzed and studied. We have mastered the principle and connotation, combined with the safety standardization standards and assessment standards issued by other industries, the existing safety regulations and regulations in the geological drilling industry, and put forward the structure of the standardization of the standardization of the geological drilling industry, and determined the first level elements. Finally, the theory of risk management was applied according to the principle of modern safety management, and the theory of risk management was applied. The theory of safety behavior and the theory of interpersonal engineering and so on. According to the actual situation of geological drilling enterprises, each primary factor is classified, and the specific requirements of each element are clearly defined.
In general, this paper establishes the standardization standard for safety production in geological drilling industry, and puts forward 12 first level elements and 51 two level elements.
