基于電子海圖的海上鉆井平臺(tái)對(duì)通航安全影響評(píng)價(jià)系統(tǒng)設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:近年來,我國在渤海、東海、北部灣等沿海通航水域建設(shè)了眾多的海上鉆井平臺(tái),海上建設(shè)鉆井平臺(tái)對(duì)其附近海域的通航環(huán)境產(chǎn)生一定影響。目前針對(duì)海上鉆井平臺(tái)對(duì)通航安全影響評(píng)估論證工作通常的做法是根據(jù)評(píng)估人員經(jīng)驗(yàn)進(jìn)行分析論證,在評(píng)估內(nèi)容的選取、執(zhí)行標(biāo)準(zhǔn)、論證評(píng)估的層次方面差別較大,而得到的安全評(píng)估結(jié)果帶有相當(dāng)大的人為主觀性,可能造成同一工程評(píng)估結(jié)果不一致。因此研究建立科學(xué)、合理的海上鉆井平臺(tái)對(duì)通航安全影響的評(píng)價(jià)模型,進(jìn)而根據(jù)模型設(shè)計(jì)便捷、高效的基于電子海圖的海上鉆井平臺(tái)對(duì)通航安全影響的評(píng)價(jià)輔助決策系統(tǒng),是提高對(duì)于海上鉆井平臺(tái)對(duì)通航安全影響論證科學(xué)性和先進(jìn)性的有效方法。 與其他涉水工程相比,海上鉆井平臺(tái)工程有其自身的特殊性。對(duì)于專門針對(duì)海上鉆井平臺(tái)工程對(duì)附近水域通航環(huán)境安全影響,目前國內(nèi)外研究較少。本文試圖通過分析海上鉆井平臺(tái)的特點(diǎn),首先將北部灣水域看成相對(duì)獨(dú)立和完善的系統(tǒng),以系統(tǒng)安全工程為主導(dǎo)思想,分析對(duì)海上鉆井平臺(tái)附近水域通航環(huán)境與通航安全的造成危險(xiǎn)的影響因素,結(jié)合其他學(xué)者的相關(guān)研究成果來確定評(píng)價(jià)指標(biāo)體系;然后以指標(biāo)體系為基礎(chǔ)采用層次分析法和模糊綜合評(píng)判的方法,,根據(jù)有關(guān)數(shù)據(jù)調(diào)查資料以及通過對(duì)專家問卷調(diào)查數(shù)據(jù)的統(tǒng)計(jì)和分析,確定各指標(biāo)的權(quán)重和評(píng)價(jià)指標(biāo)量化標(biāo)準(zhǔn),建立海上鉆井平臺(tái)對(duì)通航安全影響評(píng)價(jià)模型;最后為了更直觀地評(píng)價(jià)海上鉆井平臺(tái)附近水域的通航安全影響,將海上鉆井平臺(tái)對(duì)通航安全影響評(píng)價(jià)模型進(jìn)行模塊化分析,利用組件式GIS的優(yōu)點(diǎn),建立基于電子海圖的系統(tǒng)平臺(tái),在海圖平臺(tái)實(shí)現(xiàn)對(duì)北部灣海上鉆井平臺(tái)信息的輸入與分析,同時(shí)在windows的framework3.5平臺(tái)上實(shí)現(xiàn)綜合評(píng)判中的模糊變換、模糊綜合評(píng)判的運(yùn)算模型建立、評(píng)判因素指標(biāo)權(quán)重建立轉(zhuǎn)換以及最終的模糊綜合評(píng)判結(jié)果在電子海圖平臺(tái)上的輸出。 本文從通航安全的角度對(duì)北部灣海域海上鉆井平臺(tái)對(duì)通航環(huán)境影響因素進(jìn)行統(tǒng)計(jì)分析,建立海上鉆井平臺(tái)對(duì)通航安全影響評(píng)價(jià)模型,并以模型為基礎(chǔ)研究設(shè)計(jì)開發(fā)了一種面向?qū)ο蟮幕陔娮雍D的海上鉆井平臺(tái)對(duì)通航安全影響評(píng)價(jià)輔助決策系統(tǒng)。利用該系統(tǒng)對(duì)某北部灣海上鉆井平臺(tái)工程對(duì)通航環(huán)境影響進(jìn)行實(shí)例驗(yàn)證。通過系統(tǒng)驗(yàn)證結(jié)果與專家調(diào)查的論證結(jié)果的比較證明該模型和系統(tǒng)的有效性,評(píng)價(jià)模型和輔助決策系統(tǒng)可以為水上船舶交通安全管理部門的通航影響論證提供科學(xué)的決策依據(jù),具有一定實(shí)用性。
[Abstract]:In recent years, China has built a large number of offshore drilling platforms in the coastal navigable waters of Bohai Sea, East China Sea, Beibu Gulf and so on. At present, according to the experience of the appraisers, the usual practice of the assessment of the impact of offshore drilling platforms on navigation safety assessment is to conduct analysis and argumentation. There are great differences in the selection of evaluation contents, the implementation criteria, the levels of argumentation and evaluation. The result of safety assessment is quite subjective, which may result in inconsistent results of the same project. Therefore, a scientific and reasonable evaluation model of the impact of offshore drilling platforms on navigable safety is established, and then a convenient and efficient decision-making system for evaluating the impact of offshore drilling platforms on navigable safety based on electronic chart is designed according to the model. It is an effective method to improve the effect of offshore drilling platform on navigation safety. Compared with other water-wading projects, offshore drilling platform engineering has its own particularity. There are few researches at home and abroad on the effect of offshore drilling platform engineering on navigable environment in nearby waters. By analyzing the characteristics of offshore drilling platforms, this paper attempts to regard the waters of the Beibu Gulf as a relatively independent and perfect system, with the system safety engineering as the dominant idea. The risk factors of navigation environment and navigation safety in the waters near offshore drilling platform are analyzed, and the evaluation index system is determined by combining the relevant research results of other scholars. Then, based on the index system, the method of AHP and fuzzy comprehensive evaluation is used to determine the weight of each index and the quantitative standard of evaluation index according to the survey data and the statistics and analysis of the questionnaire data of experts. Finally, in order to evaluate the navigable safety impact of offshore drilling platform in the vicinity of offshore drilling platform more intuitively, the modular analysis of offshore drilling platform to navigable safety impact assessment model is carried out. Based on the advantages of component GIS, a system platform based on electronic chart is established to input and analyze the information of offshore drilling platform in Beibu Gulf. At the same time, the fuzzy transformation in comprehensive evaluation is realized on the framework3.5 platform of windows. The operation model of fuzzy comprehensive evaluation, the transformation of index weight of evaluation factors and the output of the final fuzzy comprehensive evaluation result on the platform of electronic chart are established. In this paper, from the point of view of navigable safety, the influence factors of offshore drilling platform on navigable environment in Beibu Gulf are statistically analyzed, and the evaluation model of offshore drilling platform's impact on navigable safety is established. Based on the model, an Object-Oriented aided decision system for evaluating the impact of offshore drilling platforms on navigation safety based on electronic chart is developed. The system is used to verify the impact of a Beibu Gulf offshore drilling platform project on navigation environment. The validity of the model and system is proved by comparing the system verification results with the results of expert investigation. The evaluation model and the auxiliary decision system can provide scientific decision basis for the navigation impact argumentation of maritime vessel traffic safety management department. It has certain practicability.
