【摘要】：大型油輪的特點(diǎn)是船齡長(zhǎng)、載貨量大。這些油輪在承運(yùn)進(jìn)口石油過程中,存在著巨大的潛在安全風(fēng)險(xiǎn),一旦處置不當(dāng),極容易造成船毀人亡的嚴(yán)重后果。同時(shí)還會(huì)造成嚴(yán)重的海上污染事故,給海洋生態(tài)環(huán)境、海洋生物資源和海洋漁業(yè)生產(chǎn)等帶來嚴(yán)重危害。 近年來,伴隨著洋浦港30萬噸原油碼頭和大型成品油碼頭的建成投入使用,進(jìn)出洋浦港的油輪和超大型油輪越來越多,使洋浦港水域的船舶交通量也越來越大。近幾年國(guó)際上發(fā)生的幾起災(zāi)難性油輪事故造成的人員和財(cái)產(chǎn)巨大損失更引起了海南海事局的高度重視。但由于多年來我局大型油輪安全監(jiān)管能力薄弱,使得除了被動(dòng)的行政許可以及例行的PSC檢查外,基本無主動(dòng)監(jiān)管行為。因此做好超大型油輪安全監(jiān)管研究工作,是海南海事局的重點(diǎn)工作之一。 由于大型油輪安全管理不僅涉及到從業(yè)者的生命財(cái)產(chǎn)安全,更涉及到經(jīng)濟(jì)發(fā)展安全、自然生態(tài)環(huán)境安全和社會(huì)穩(wěn)定。針對(duì)大型油輪安全管理的研究重要性和必要性已得到專家學(xué)者和社會(huì)各界的廣泛共識(shí)。本文將在借鑒國(guó)內(nèi)外大型油輪監(jiān)管經(jīng)驗(yàn)基礎(chǔ)上,運(yùn)用公共安全管理的相關(guān)理論分析,從政府公共安全管理的角度,本著充分發(fā)揮政府職能,安全第一、服務(wù)社會(huì)、合作共贏、實(shí)現(xiàn)發(fā)展的原則,研究探索海事大型油輪安全監(jiān)管模式,提出完善洋浦大型油輪安全管理的措施對(duì)策和海事安全監(jiān)管標(biāo)準(zhǔn),為海事大型油輪監(jiān)管提供工作指引。
[Abstract]:Large tankers are characterized by long life and large cargo loads. These oil tankers have huge potential safety risks in the course of carrying imported oil, and if they are not disposed of properly, they will easily lead to the serious consequences of shipwrecking. At the same time, it will also cause serious marine pollution accidents and bring serious harm to the marine ecological environment, marine living resources and marine fishery production. In recent years, With the completion and use of the 300000 ton crude oil terminal and the large refined oil terminal in Yangpu Port, more and more tankers and super large tankers enter and leave Yangpu Port, which makes the ship traffic in Yangpu Port waters more and more large. In recent years, several catastrophic oil tanker accidents have caused huge loss of personnel and property in recent years, which has aroused the great attention of Hainan Maritime Bureau. However, due to the weakness of safety supervision ability of large tankers in our bureau for many years, there is basically no active supervision except passive administrative license and routine PSC inspection. Therefore, it is one of the key tasks of Hainan Maritime Safety Bureau to do a good job in safety supervision and control of super large tankers. Because safety management of large tankers involves not only the life and property safety of practitioners, but also the safety of economic development, Natural ecological environment security and social stability. The importance and necessity of safety management for large tankers have been widely recognized by experts and scholars. Based on the experience of large oil tanker supervision and management at home and abroad, this paper will use the relevant theory analysis of public safety management, from the angle of government public safety management, in order to give full play to government functions, safety first, service society, win-win cooperation. To realize the principle of development, this paper studies and explores the mode of safety supervision for large maritime tankers, puts forward the measures to improve the safety management of large tankers in Yangpu and the standards of maritime safety supervision, and provides a working guide for the supervision of large maritime tankers.
