大型電子工業(yè)廠房工程安全管理成熟度模型研究

【摘要】:電子工業(yè)的迅猛發(fā)展促動(dòng)了一批大型電子工業(yè)廠房的建設(shè)及電子產(chǎn)業(yè)集群的誕生。為了測(cè)定大型電子工業(yè)廠房工程施工現(xiàn)場(chǎng)的安全管理水平,診斷安全管理缺失的關(guān)鍵問(wèn)題所在,制定改進(jìn)計(jì)劃并予以實(shí)施,促使施工現(xiàn)場(chǎng)安全管理工作得到持續(xù)改進(jìn),基于項(xiàng)目工程特點(diǎn)和施工現(xiàn)場(chǎng)安全管理實(shí)際運(yùn)行狀況,采用問(wèn)卷調(diào)查、理論結(jié)合實(shí)踐及規(guī)范比對(duì)等研究方法,對(duì)大型電子工業(yè)廠房工程安全管理成熟度模型的架構(gòu)框架、成熟度概念范圍、運(yùn)作周期等進(jìn)行了系統(tǒng)的研究。對(duì)大型電子工業(yè)廠房工程安全管理成熟度模型(PC-SMMM)的研究,本文主要從模型架構(gòu)和模型運(yùn)作周期兩條主線路及工程實(shí)例的應(yīng)用進(jìn)行展開(kāi):(1)構(gòu)建大型電子工業(yè)廠房工程安全管理成熟度模型架構(gòu)。從層次域、支撐系統(tǒng)、過(guò)程改進(jìn)階段等成熟度概念范圍的定義出發(fā)加以論述,并依此制定大型電子工業(yè)廠房工程安全管理成熟度概念框架圖及模型內(nèi)部結(jié)構(gòu)關(guān)系圖,明確模型的應(yīng)用流程和模型要素間的相互關(guān)系。(2)構(gòu)建大型電子工業(yè)廠房工程安全管理成熟度模型運(yùn)作周期。基于大型電子工業(yè)廠房工程安全管理成熟度模型最佳實(shí)踐檢索表的創(chuàng)建,結(jié)合模糊度綜合評(píng)價(jià)法、因果分析法、時(shí)間管理優(yōu)先矩陣法對(duì)其評(píng)價(jià)知識(shí)體系、評(píng)估及改進(jìn)等模塊加以說(shuō)明,明確安全管理成熟度持續(xù)改進(jìn)系統(tǒng)中關(guān)鍵問(wèn)題的分析方法、優(yōu)先順序的判定方法和改進(jìn)路徑的制定。(3)工程實(shí)例分析研究。從微觀層面以大型電子工業(yè)廠房工程安全管理成熟度概念范圍中的建筑項(xiàng)目安全管理為底,以福州京東方第8.5代新型半導(dǎo)體顯示器件生產(chǎn)線項(xiàng)目為例,對(duì)PC-SMMM模型加以應(yīng)用。大型電子工業(yè)廠房工程安全管理成熟度模型(PC-SMMM)為工程項(xiàng)目的安全管理提供了一個(gè)成熟度改進(jìn)路徑,并將安全管理上升至戰(zhàn)略高度。此模型將單個(gè)項(xiàng)目的安全管理放于整個(gè)工程項(xiàng)目安全管理的環(huán)境中加以管控,其全局性得到了極大的提升。同時(shí)有助于確保工程現(xiàn)場(chǎng)參建管理人員基于充分了解工程現(xiàn)場(chǎng)存在的安全管理關(guān)鍵支撐點(diǎn)的情況下,通過(guò)采納一種對(duì)項(xiàng)目分部工程、單項(xiàng)工程和建筑項(xiàng)目進(jìn)行安全管理的結(jié)構(gòu)化方法,成功實(shí)現(xiàn)工程項(xiàng)目的安全管理目標(biāo)。
[Abstract]:The rapid development of electronic industry has promoted the construction of a number of large-scale electronic industrial buildings and the birth of electronic industry clusters. In order to determine the level of safety management in the construction site of large electronic industrial factory building and diagnose the key problems of the lack of safety management, the improvement plan is formulated and implemented to promote the continuous improvement of the safety management in the construction site. Based on the characteristics of the project and the actual running situation of the safety management in the construction site, the framework of the engineering safety management maturity model of the large electronic industry factory building is established by using questionnaire survey, combining theory with practice and standard comparison, etc. The maturity concept range, operation cycle and so on have carried on the systematic research. The Research on the Engineering Safety Management maturity Model (PC-SMMM) of large Electronic Industry Factory Building, In this paper, the application of two main circuits and engineering examples of model architecture and model operation cycle are used to construct the engineering safety management maturity model framework of large electronic industrial plant. Based on the definition of maturity concept range, such as hierarchical domain, support system and process improvement stage, the conceptual framework diagram of engineering safety management maturity and the model internal structure relation diagram are worked out. Define the relationship between the application flow of the model and the elements of the model. (2) construct the operation cycle of the engineering safety management maturity model of the large electronic industrial factory building. Based on the establishment of the Best practice Retrieval Table for Engineering Safety Management maturity Model of large Electronic Industry Workshop, combined with the fuzzy comprehensive evaluation method, causality analysis method and time management priority matrix method, the knowledge system is evaluated. The evaluation and improvement module is used to explain the analysis method of the key problems in the continuous improvement system of safety management maturity, the method of determining the priority order and the making of the improvement path. Based on the construction project safety management in the concept of engineering safety management maturity of large-scale electronic industrial plant engineering, the PC-SMMM model is applied to the 8.5-generation new semiconductor display device production line project in Fuzhou Beijing and Oriental as an example. PC-SMMM) provides a maturity improvement path for the safety management of engineering projects and elevates the safety management to a strategic level. In this model, the safety management of a single project is controlled in the environment of the whole project safety management, and its overall quality is greatly improved. At the same time, it helps to ensure that project site participation management personnel, based on a full understanding of the key supporting points of safety management in the project site, adopt a kind of project branch project, The structural method of single project and construction project safety management is used to realize the safety management goal of engineering project successfully.
