【摘要】：職業(yè)健康安全管理體系（Occupational Health and Safety Management System，OHSMS）作為一種先進的企業(yè)健康安全管理方式和手段，被廣泛地應用于各行業(yè)、各領域的企業(yè)中，其實施、運行和保持的效果，直接影響到企業(yè)的職業(yè)健康安全績效。為了提高企業(yè)OHSMS績效和職業(yè)健康安全績效，有必要對OHSMS績效進行動態(tài)評價。 通過對OHSAS18000系列標準的分析，結合企業(yè)職業(yè)健康安全管理的具體工作，建立OHSMS績效動態(tài)評價指標體系。運用層次分析法確定主觀權重，再運用熵值法確定客觀權重，最后運用乘法集成法將主觀權重和客觀權重綜合，得出組合權重，作為評價指標的最終權重。選擇基于梯形模糊數(shù)的語言信息計算模型對評價值進行計算，并運用最小方差規(guī)劃法確定時間權重，運用時序加權平均算子將多個時間點的績效靜態(tài)評價結果進行集結，得到最終的績效動態(tài)評價結果，，進而形成完整的OHSMS績效動態(tài)評價理論，并設計開發(fā)應用軟件以便于推廣。將研究成果應用到N公司的OHSMS績效動態(tài)評價中，獲得驗證，并分析存在的問題和解決方法，明確今后的研究方向。 論文提出的OHSMS績效動態(tài)評價方法有助于OHSMS相關標準的發(fā)展與完善，也為企業(yè)進行內(nèi)部審核、第二方審核和第三方認證提供了理論依據(jù)和操作指導，具有一定通用性。企業(yè)可依據(jù)本研究提出的評價指標體系和評價模型，通過內(nèi)部的績效動態(tài)評價，明確其OHSMS績效所處的水平，識別不符合項和潛在不符合項，采取改進措施，持續(xù)改進職業(yè)健康安全績效和OHSMS績效。尤其是在建立OHSMS之初的初始評審，可借助本研究成果明確后續(xù)工作的重點；在進行內(nèi)部審核和外部審核時，審核員可依據(jù)本研究成果高效地開展審核工作。 由于課題本身的復雜性和筆者的學識局限，仍然需要對OHSMS績效動態(tài)評價作進一步的研究和探討，積極探索更為科學嚴謹?shù)腛HSMS績效動態(tài)評價理論。
[Abstract]:Occupational Health and Safety Management system (OHS MSS), as an advanced enterprise health and safety management method and means, has been widely used in various industries and fields of enterprises, its implementation, operation and maintenance of the effect. It directly affects the occupational health and safety performance of enterprises. In order to improve OHSMS performance and occupational health and safety performance, it is necessary to evaluate OHSMS performance dynamically. Based on the analysis of OHSAS18000 series standards and the specific work of occupational health and safety management in enterprises, the dynamic evaluation index system of OHSMS performance is established. The subjective weight is determined by the analytic hierarchy process and the objective weight is determined by the entropy method. Finally, the subjective weight and the objective weight are synthesized by the multiplicative integration method, and the combined weight is obtained as the final weight of the evaluation index. The language information calculation model based on trapezoid fuzzy number is selected to calculate the evaluation value, and the time weight is determined by using the minimum variance programming method, and the static evaluation results of multiple time points are assembled by the time-series weighted average operator. Finally, the final result of dynamic performance evaluation is obtained, and then the complete theory of OHSMS performance dynamic evaluation is formed, and the application software is designed and developed to facilitate the popularization. This paper applies the research results to the dynamic evaluation of OHSMS performance of N Company, obtains the verification, analyzes the existing problems and solutions, and clarifies the research direction in the future. The OHSMS performance dynamic evaluation method proposed in this paper is helpful to the development and improvement of OHSMS standards, and also provides theoretical basis and operational guidance for internal audit, second party audit and third party certification. According to the evaluation index system and evaluation model proposed in this study, enterprises can make clear the level of their OHSMS performance, identify non-conformance items and potential nonconformities, and take improvement measures through dynamic evaluation of their internal performance. Continuous improvement of occupational health and safety performance and OHSMS performance. Especially in the initial review at the beginning of the establishment of OHSMS, the focus of the follow-up work can be defined by the results of this study; when conducting internal and external audits, the auditor can efficiently carry out the audit work according to the results of this research. Due to the complexity of the subject itself and the limitations of the author's knowledge, it is still necessary to further study and discuss the dynamic evaluation of OHSMS performance, and actively explore the more scientific and rigorous theory of dynamic evaluation of OHSMS performance.
