基于公共安全視角的惠州大亞灣石化區(qū)安全生產(chǎn)應(yīng)急管理問題研究

【摘要】:進入21世紀(jì)以來,石油化工園區(qū)呈現(xiàn)出“集約化、大型化、規(guī);⒁惑w化”的發(fā)展特點與趨勢;葜荽髞啚呈突瘜W(xué)工業(yè)區(qū)(下簡稱“大亞灣石化區(qū)”)規(guī)劃面積65平方公里,自2001年開發(fā)建設(shè)以來,大亞灣石化區(qū)1200萬噸/年煉油、95萬噸/年乙烯項目順利投產(chǎn),帶動石化中下游產(chǎn)業(yè)鏈迅猛發(fā)展,已成為惠州市經(jīng)濟發(fā)展的主要推動因素和廣東省沿海石化產(chǎn)業(yè)帶的重要組成部分。2013年,該石化區(qū)綜合實力排名高居全國20個重點化工園區(qū)的第二位;2014年,列入國家重點發(fā)展的七大石化產(chǎn)業(yè)基地之一。享有改革發(fā)展紅利大亞灣,石化區(qū)快速發(fā)展成為了珠三角區(qū)域新的經(jīng)濟增長極,但石化行業(yè)固有的安全風(fēng)險高、事故后果大、環(huán)境安全社會關(guān)注度高等公共安全新問題也不斷凸顯,在開發(fā)之初,便被納入惠州市、廣東省乃至全國各級政府和監(jiān)管部門的安全生產(chǎn)重點監(jiān)管區(qū)域。在承擔(dān)著經(jīng)濟社會發(fā)展重大支撐作用的同時,2010年7月24日,中海油惠州煉化分公司焦化原料罐著火,造成直接損失約60萬元;2011年7月11日,中海油煉化惠州分公司一個芳烴聯(lián)合裝置發(fā)生爆炸著火事故,火焰高達120多米,過火面積約400平方米,事故應(yīng)急處置中,廣東公安消防總隊共調(diào)派了80余輛消防車和300多名消防官兵進行救援,歷經(jīng)13個小時的奮勇作戰(zhàn),將事故完全處置完畢;2012年5月28日13時18分,惠州興達石化工業(yè)有限公司一個儲存約有900立方米苯乙烯的儲罐發(fā)生泄漏著火事故。3起事故雖未造成人員傷亡,但教訓(xùn)不可謂不大。本論文立足于大亞灣石化區(qū)這一特定研究對象,著眼大亞灣石化區(qū)“世界級石化產(chǎn)業(yè)基地”的發(fā)展目標(biāo),引出“基于公共安全視角的大亞灣石化區(qū)安全生產(chǎn)應(yīng)急管理問題研究”課題。在正文中,闡明了選題背景和研究意義,通過詳細調(diào)研國內(nèi)外針對化學(xué)工業(yè)園區(qū)安全生產(chǎn)應(yīng)急管理的現(xiàn)狀和發(fā)展趨勢,并深入分析各自的側(cè)重點及其應(yīng)用效果,總結(jié)優(yōu)缺點。在此基礎(chǔ)之上,指出本課題的研究內(nèi)容、研究思路、研究方法以及創(chuàng)新點。通過梳理明確公共安全、安全生產(chǎn)、應(yīng)急管理等三個相關(guān)概念及其在石化區(qū)這一特定區(qū)域的相互間關(guān)系,并對公共安全、安全生產(chǎn)、應(yīng)急管理等理論進行闡述,分析了大亞灣石化區(qū)安全生產(chǎn)應(yīng)急管理工作的現(xiàn)狀、存在問題及其發(fā)展方向,比較了國內(nèi)外化工園區(qū)大型石化區(qū)安全生產(chǎn)應(yīng)急管理經(jīng)驗,基于公共安全視角的考慮,深入研究大亞灣石化區(qū)在應(yīng)急資源整合、優(yōu)化資源配置的“企辦政助”市場化、專業(yè)化、社會化新模式,旨在為建設(shè)化工園區(qū)安全生產(chǎn)應(yīng)急管理示范區(qū),提高國內(nèi)化工園區(qū)安全生產(chǎn)應(yīng)急管理水平提供工作參考。
[Abstract]:Since the beginning of the 21st century, petrochemical parks have shown the characteristics and trends of "intensive, large-scale, large-scale and integrated". Huizhou Daya Bay Petrochemical Industrial Zone (hereinafter referred to as "Daya Bay Petrochemical Zone") has a planned area of 65 square kilometers. Since its development and construction in 2001, the Daya Bay Petrochemical area has been refined by 12 million tons per year, and the 950000 ton / year ethylene project has been successfully put into production. Driving the rapid development of the industrial chain in the middle and lower reaches of petrochemical industry has become the main driving factor of economic development in Huizhou City and an important part of the coastal petrochemical industrial belt of Guangdong Province. In 2013, The comprehensive strength of the petrochemical area ranks second among the 20 key chemical industrial parks in the country; in 2014, it was listed as one of the seven major petrochemical industrial bases. Enjoy the dividend of reform and development in Daya Bay, and the rapid development of the petrochemical region has become a new economic growth pole in the Pearl River Delta region, but the petrochemical industry has high inherent safety risks and great accident consequences. At the beginning of development, it has been brought into Huizhou City, Guangdong Province and even the key areas of supervision and control of production safety of all levels of government and supervision department in Guangdong Province. On July 24, 2010, the coking feedstock tank of CNOOC Huizhou Refining and Chemical Company caught fire, causing direct losses of about 600000 yuan; on July 11, 2011, In Huizhou Branch of CNOOC Refining and Chemical Industry, an explosion and fire accident occurred in a combined unit with a flame of more than 120 meters and an overfire area of about 400 square meters. The accident was in emergency treatment. The Guangdong Public Security Fire Control team deployed more than 80 fire engines and more than 300 firefighters to rescue them. After 13 hours of valiant fighting, the incident was completely disposed of. 13:18 on May 28, 2012, In Huizhou Xingda Petrochemical Industry Co., Ltd., a leak and fire accident occurred in a storage tank with about 900 cubic meters of styrene. Although the fire accident caused no casualties, the lesson is not big. This paper is based on the specific research object of Daya Bay Petrochemical area, focusing on the development goal of "world-class petrochemical industry base" in Daya Bay Petrochemical region. The research on emergency management of production safety in Daya Bay Petrochemical District based on public safety is introduced. In the main text, it clarifies the background and significance of the topic, through the detailed investigation and research on the current situation and development trend of emergency management of chemical industrial park safety production at home and abroad, and deeply analyzes their emphases and application effects, summarizes the advantages and disadvantages. On this basis, this paper points out the research contents, research ideas, research methods and innovation points. By combing the three related concepts of public safety, production safety and emergency management, and the relationship between them in this particular area of petrochemical area, the paper expounds the theories of public safety, safety production, emergency management, etc. This paper analyzes the present situation, existing problems and development direction of emergency management in production safety in Daya Bay petrochemical area, and compares the experience of emergency management in production safety in large petrochemical area of chemical industry park at home and abroad, based on the consideration of public safety perspective. To study in depth the marketization, specialization and socialization of the new mode of "enterprise government aid" in emergency resource integration and resource allocation in Daya Bay Petrochemical District, in order to set up a demonstration area of emergency management for production safety in chemical industry park. To improve the safety of production emergency management level of domestic chemical industry park to provide the work reference.
