【摘要】：廣東省近幾年道路運(yùn)輸安全形勢(shì)嚴(yán)峻，每年事故總數(shù)和死亡人數(shù)都多于其他省份，2011年，廣東省共發(fā)生5659起道路運(yùn)輸事故，死亡1947人，營(yíng)運(yùn)駕駛員安全管理是道路運(yùn)輸事故的間接原因，為了降低道路運(yùn)輸事故的發(fā)生，需要詳細(xì)分析道路運(yùn)輸事故特征規(guī)律、原因及安全管理存在的問題，提出營(yíng)運(yùn)駕駛員安全管理對(duì)策。 首先以2004年～2010年廣東省道路運(yùn)輸事故一次死亡三人以上的事故統(tǒng)計(jì)資料為基礎(chǔ)，詳細(xì)分析了廣東省道路運(yùn)輸事故分布規(guī)律，包括肇事人員責(zé)任分布、年齡分布、駕齡分布、事故的空間分布、時(shí)間分布等，得出了道路運(yùn)輸事故的特征規(guī)律。 其次，依據(jù)企業(yè)、行業(yè)有關(guān)營(yíng)運(yùn)駕駛員安全管理的調(diào)研資料，總結(jié)了營(yíng)運(yùn)駕駛員安全管理現(xiàn)狀，指出了營(yíng)運(yùn)駕駛員安全管理是道路運(yùn)輸事故的間接原因，基于道路運(yùn)輸事故原因統(tǒng)計(jì)，分析了營(yíng)運(yùn)駕駛員安全管理與其之間對(duì)應(yīng)的關(guān)系，并指出了營(yíng)運(yùn)駕駛員安全管理存在的問題，為營(yíng)運(yùn)駕駛員安全管理指明了方向。 最后，針對(duì)營(yíng)運(yùn)駕駛員安全管理存在的問題，結(jié)合道路運(yùn)輸事故特征規(guī)律和營(yíng)運(yùn)駕駛員安全管理的問題，提出了營(yíng)運(yùn)駕駛員安全管理的具體對(duì)策。 本研究得到了廣東省交通廳科技項(xiàng)目職業(yè)駕駛員安全監(jiān)管體系研究的資助。
[Abstract]:The road transport safety situation in Guangdong Province has been grim in recent years. The total number of accidents and the number of deaths in each year are more than those in other provinces. In 2011, there were 5659 road transport accidents in Guangdong Province, killing 1947 people. Driver safety management is the indirect cause of road transportation accidents. In order to reduce the occurrence of road transport accidents, it is necessary to analyze the characteristics, causes and problems of road transport accidents in detail. Put forward the operation driver safety management countermeasure. Firstly, based on the statistical data of more than three people killed in one road transportation accident in Guangdong Province from 2004 to 2010, the distribution law of road transportation accident in Guangdong Province is analyzed in detail, including the distribution of responsibility, age and driving age of the person responsible for the accident. The space distribution and time distribution of the accident, etc., obtained the characteristic law of the road transportation accident. Secondly, according to the investigation and research data about the safety management of operating drivers in enterprises and industries, this paper summarizes the present situation of safety management of operators, and points out that the safety management of operators is the indirect cause of road transportation accidents. Based on the statistics of road traffic accidents, this paper analyzes the relationship between operator safety management and its corresponding relationship, and points out the existing problems of operational driver safety management, and points out the direction of operational driver safety management. Finally, aiming at the problems existing in the safety management of operating drivers, combined with the characteristics of road transport accidents and the problems of safety management of operators, the concrete countermeasures of safety management of operators are put forward. This research is supported by the research of professional driver safety supervision system in science and technology project of Guangdong Provincial Communications Department.
