護(hù)欄傷人事故的行為原因研究

【摘要】:為有效預(yù)防護(hù)欄卡脖傷人事故的再次發(fā)生,統(tǒng)計(jì)研究了2008—2016年發(fā)生的8起護(hù)欄卡脖傷人事故,以事故致因"2-4"模型為分析工具對(duì)事故發(fā)生的行為原因進(jìn)行分析,結(jié)果表明:事故發(fā)生的直接原因包括直接不安全動(dòng)作即在護(hù)欄邊休息等,其它不安全動(dòng)作和不安全物態(tài)即形狀、間隙大小不合理的護(hù)欄等;間接原因是受害者、行人、護(hù)欄設(shè)計(jì)生產(chǎn)者、管理運(yùn)營(yíng)者、標(biāo)準(zhǔn)制定者的安全知識(shí)、意識(shí)、習(xí)慣、生理、心理存在問(wèn)題;根本原因是家庭、社區(qū)、公司、生產(chǎn)廠(chǎng)家、管理運(yùn)營(yíng)單位、國(guó)家標(biāo)準(zhǔn)制定單位等組織安全管理體系的缺欠;根源原因是上述組織的安全文化缺欠。最后,針對(duì)事故所涉及的組織分別提出預(yù)防對(duì)策。
[Abstract]:In order to prevent the accident from happening again, eight accidents occurred in 2008-2016 were statistically studied. The "2-4" model was used to analyze the cause of the accident. The results show that the direct causes of the accident include the direct unsafe movement, that is, rest by the fence, other unsafe movements and unsafe objects, that is, the shape, the unreasonable gap, etc. The indirect cause is the victim, the pedestrian, and so on. Safety knowledge, awareness, habits, physiology and psychological problems of guardrail design producers, operators and standard-setters; the root cause is family, community, company, manufacturer, management and operation unit, The deficiency of the safety management system of the organizations such as the national standard establishment unit is the root cause of the deficiency of the safety culture of the above organizations. Finally, preventive measures are put forward for the organizations involved in the accident.
