【摘要】：隨著科學(xué)技術(shù)的發(fā)展和法制建設(shè)的完善，我國的安全生產(chǎn)監(jiān)督管理越來越注重科學(xué)性、嚴(yán)謹(jǐn)性和數(shù)據(jù)證據(jù)。充分發(fā)揮安全生產(chǎn)檢測(cè)檢驗(yàn)體制和安全生產(chǎn)檢測(cè)檢驗(yàn)機(jī)構(gòu)的作用，可以在安全生產(chǎn)監(jiān)督監(jiān)察、事故調(diào)查等活動(dòng)中，實(shí)現(xiàn)科學(xué)管理和科學(xué)執(zhí)法。 新形式公信化的安全生產(chǎn)檢測(cè)檢驗(yàn)體制在我國起步較晚，對(duì)安全生產(chǎn)檢測(cè)檢驗(yàn)體系的研究仍處在發(fā)展階段。本文從安全生產(chǎn)檢測(cè)檢驗(yàn)體系的組成結(jié)構(gòu)出發(fā)，把安全生產(chǎn)檢測(cè)檢驗(yàn)的理論來源、運(yùn)作方式、安全生產(chǎn)檢測(cè)檢驗(yàn)機(jī)構(gòu)的內(nèi)外部關(guān)系等相關(guān)內(nèi)容作為一個(gè)整體進(jìn)行研究，剖析了安全生產(chǎn)檢測(cè)檢驗(yàn)體系的構(gòu)成，，指明了其質(zhì)量管理和技術(shù)管理與標(biāo)準(zhǔn)化體系及計(jì)量體系的關(guān)系，分析了其作用機(jī)理和運(yùn)作方式，總結(jié)出安全生產(chǎn)檢測(cè)檢驗(yàn)體系的概念和特征。在此基礎(chǔ)上，以實(shí)例分析我國安全生產(chǎn)檢測(cè)檢驗(yàn)體系在安全生產(chǎn)檢測(cè)檢驗(yàn)活動(dòng)中的作用，尋找我國安全生產(chǎn)檢測(cè)檢驗(yàn)體系的優(yōu)點(diǎn)和缺點(diǎn)，為其進(jìn)一步發(fā)展提供建議。
[Abstract]:With the development of science and technology and the perfection of legal construction, the supervision and management of production safety in our country pay more and more attention to science, rigor and data evidence. By giving full play to the role of inspection system and inspection organization in production safety inspection and inspection, scientific management and law enforcement can be realized in the activities of supervision and supervision of production safety and investigation of accidents. The new form of public credit inspection and inspection system for safe production started late in our country, and the research of safety production inspection system is still in the developing stage. Based on the composition and structure of safety production inspection system, this paper studies the theoretical source, operation mode, internal and external relationship of safety production inspection and inspection organization as a whole. This paper analyzes on the composition of the inspection and inspection system for safety production, points out the relationship between the quality management and technical management, the standardization system and the measurement system, and analyzes its working mechanism and operation mode. The concept and characteristics of inspection and inspection system for safety production are summarized. On the basis of this, this paper analyzes the role of safety production inspection and inspection system in safety production inspection and inspection activities in China, and finds out the advantages and disadvantages of safety production inspection and inspection system in our country, and provides suggestions for its further development.
