【摘要】：本文通過對既有線開行萬噸列車現(xiàn)狀分析,指出萬噸列車存在的安全隱患,提出引入風險管理的必要性及其重要意義。以萬噸列車安全風險管理為重點,建立局、站段、車間三級安全風險控制體系,突出人員、環(huán)境、設(shè)備和管理四大要素,科學確定安全風險點,制定、落實管控措施,同時加強應(yīng)急機制建設(shè),實現(xiàn)對各種安全風險的有效控制。研究重點主要集中在車務(wù)方面,通過調(diào)閱安全臺賬、現(xiàn)場調(diào)查、職工座談等方法獲取資料,主要針對設(shè)備補強、行車組織、應(yīng)急管理、職工培訓等方面存在的問題,運用檢查表、風險矩陣等風險管理的方法逐步進行風險識別、評價、控制,發(fā)現(xiàn)容易被忽視的安全問題,從而加強萬噸列車風險管理。
[Abstract]:Based on the analysis of the current situation of ten thousand ton trains on existing railway lines, this paper points out the hidden safety problems of ten thousand tons trains, and puts forward the necessity and significance of introducing risk management. Focusing on the safety risk management of ten thousand tons trains, establishing a three-level safety risk control system of the bureau, station, section and workshop, highlighting the four major elements of personnel, environment, equipment and management, scientifically determining the safety risk points, formulating and implementing the control and control measures, At the same time, strengthen the emergency mechanism to achieve effective control of various security risks. The focus of the research is mainly on the car service. The research focuses on the problems existing in equipment reinforcement, train organization, emergency management, staff training, and so on, through access to safety accounts, on-the-spot investigation, staff discussion, and other methods, such as equipment reinforcement, operation organization, emergency management, and staff training, etc. Risk management methods such as checklists and risk matrices are used to identify, evaluate, control and find safety problems which are easy to be ignored, thus strengthening the risk management of ten thousand tons train.
