【摘要】：安全生產(chǎn)與經(jīng)濟(jì)社會(huì)發(fā)展密切相關(guān),歷年國(guó)家五年規(guī)劃綱要所明確的一系列經(jīng)濟(jì)社會(huì)發(fā)展體制機(jī)制改革和政策措施實(shí)施,都直接或間接影響著安全發(fā)展進(jìn)程與成效。在對(duì)我國(guó)《"十三五"規(guī)劃綱要》中283項(xiàng)相關(guān)事項(xiàng)梳理的基礎(chǔ)上,堅(jiān)持政策評(píng)估和風(fēng)險(xiǎn)評(píng)價(jià)相結(jié)合的原則,采用定性和定量相結(jié)合的方法,邀請(qǐng)專家學(xué)者從機(jī)遇、挑戰(zhàn)、積極影響、消極影響4個(gè)維度,分重大、較大、一般3個(gè)層級(jí)對(duì)相關(guān)事項(xiàng)進(jìn)行逐項(xiàng)量化評(píng)估。根據(jù)評(píng)估結(jié)果和量化計(jì)算模型,就《"十三五"規(guī)劃綱要》對(duì)安全生產(chǎn)可能產(chǎn)生的整體戰(zhàn)略影響進(jìn)行了深入分析,并與《"十二五"規(guī)劃綱要》影響進(jìn)行比對(duì),給出了有關(guān)宏觀決策建議。
[Abstract]:The safety production is closely related to the economic and social development. A series of economic and social development system mechanism reform and policy measures implemented in the five year plan of the country are directly or indirectly affecting the progress and effectiveness of the security development. On the basis of combing the 283 related matters in the "13th Five-Year" plan outline, we insist on the policy. The combination of assessment and risk assessment, adopting a combination of qualitative and quantitative methods, invites experts and scholars from the 4 dimensions of opportunities, challenges, positive impacts and negative impacts, which are significant, large and general at 3 levels. The overall strategic impact of total production is analyzed in depth and compared with the impact of the "12th Five-Year plan".
