【摘要】：特種設(shè)備是對(duì)人身和財(cái)產(chǎn)安全有較大危險(xiǎn)性的鍋爐、壓力容器(含氣瓶)、壓力管道、電梯、起重機(jī)械、客運(yùn)索道、大型游樂(lè)設(shè)施、場(chǎng)(廠)內(nèi)專用機(jī)動(dòng)車輛,以及法律、行政法規(guī)規(guī)定適用本法的其他特種設(shè)備。特種設(shè)備安全監(jiān)察是負(fù)責(zé)特種設(shè)備安全的政府行政機(jī)關(guān)為實(shí)現(xiàn)安全目的而從事的決策、組織、管理、控制和監(jiān)督檢查等活動(dòng)的總和。特種設(shè)備安全是安全生產(chǎn)的重要方面,全國(guó)特種設(shè)備安全監(jiān)管形勢(shì)都呈現(xiàn)出嚴(yán)峻的態(tài)勢(shì),隨著五蓮經(jīng)濟(jì)的發(fā)展,五蓮縣特種設(shè)備的數(shù)量呈現(xiàn)出爆炸性的增長(zhǎng),縣級(jí)特種設(shè)備安全監(jiān)察部門(mén)是特種設(shè)備安全監(jiān)察體系中職能最具體,面對(duì)形勢(shì)對(duì)復(fù)雜多樣的部門(mén)。本文以五蓮縣特種設(shè)備安全監(jiān)察為研究對(duì)象,分析總結(jié)了目前的監(jiān)察措施,對(duì)該縣特種設(shè)備的數(shù)量,分類,分布情況進(jìn)行了調(diào)查研究,指出了五蓮縣特種設(shè)備監(jiān)察中存在的重要安全隱患,監(jiān)察力量薄弱,基層所人員分布不合理,主體責(zé)任難以落實(shí)等問(wèn)題,并分析了其中的原因,認(rèn)為主要是安全監(jiān)察人員少任務(wù)重,安全監(jiān)察經(jīng)費(fèi)投入不足,照單免責(zé)的單不明確,企業(yè)安全責(zé)任意識(shí)不強(qiáng),以及監(jiān)管人員不足等幾方面的原因。本文運(yùn)用了調(diào)查法,比較分析法,文獻(xiàn)研究法,實(shí)證研究法,學(xué)習(xí)借鑒了國(guó)內(nèi)外對(duì)于特種設(shè)備安全監(jiān)察的先進(jìn)工作經(jīng)驗(yàn)和工作方法,結(jié)合五蓮縣存在的實(shí)際問(wèn)題,提出了三個(gè)方面的對(duì)策:一是加強(qiáng)安全機(jī)構(gòu)建設(shè),包括加大安全監(jiān)察經(jīng)費(fèi)投入,加強(qiáng)安全監(jiān)察機(jī)構(gòu)建設(shè),增加人才儲(chǔ)備,完善責(zé)任追究和考核制度。二是以創(chuàng)新舉措提高特種設(shè)備安全監(jiān)察手段,包括創(chuàng)新特種設(shè)備安全監(jiān)察模式,提高公眾的監(jiān)督和參與,創(chuàng)新對(duì)特種設(shè)備使用企業(yè)的監(jiān)管模式。三是落實(shí)企業(yè)的安全主體責(zé)任,包括樹(shù)立企業(yè)的安全責(zé)任主體意識(shí),加強(qiáng)特種設(shè)備安全執(zhí)法。以此來(lái)提高物五蓮縣特種設(shè)備安全監(jiān)察成效,保障五蓮縣的特種設(shè)備安全運(yùn)行。
[Abstract]:Special equipment is a boiler, pressure vessel (including gas cylinder, pressure pipe, elevator, lifting machinery, passenger ropeway, large amusement facilities, special purpose motor vehicle in the field or plant) and law, which are dangerous to personal and property safety. Other special equipment applicable to this Law as prescribed by administrative regulations. Safety supervision of special equipment is the sum of the decision-making, organization, management, control and inspection activities of the government administrative organs responsible for the safety of special equipment for the purpose of achieving safety. The safety of special equipment is an important aspect of safety in production. The situation of special equipment safety supervision in the whole country presents a grim situation. With the development of Wulian economy, the number of special equipment in Wulian County shows explosive growth. The county level special equipment safety supervision department is the most concrete function in the special equipment safety supervision system, facing the situation to the complex and diverse department. This paper takes the safety supervision of special equipment in Wulian County as the research object, analyzes and summarizes the current supervision measures, and investigates the quantity, classification and distribution of the special equipment in this county. This paper points out the important hidden dangers in the supervision of special equipment in Wulian County, such as weak supervisory power, unreasonable distribution of personnel at the basic level, and difficulty in carrying out the main body's responsibility, and analyzes the reasons for this. The author thinks that the main reasons are that the safety supervisors have less tasks, the funds for safety supervision are insufficient, the bill of exemption is not clear, the sense of safety responsibility of enterprises is not strong, and there are not enough supervisors and so on. This paper uses investigation method, comparative analysis method, literature research method, empirical research method to learn from the advanced working experience and working methods of special equipment safety supervision at home and abroad, combined with the actual problems existing in Wulian County. Three countermeasures are put forward: one is to strengthen the construction of safety organization, including increasing the investment of safety supervision funds, strengthening the construction of safety supervision institution, increasing the reserve of talents, and perfecting the responsibility investigation and examination system. The second is to improve the safety supervision means of special equipment by innovating measures, including innovating the safety supervision mode of special equipment, enhancing public supervision and participation, and innovating the supervision mode of enterprises using special equipment. The third is to carry out the main responsibility of safety of enterprises, including establishing the consciousness of the main body of safety responsibility of enterprises and strengthening the safety enforcement of special equipment. In order to improve the security monitoring of special equipment in Wulian County, ensure the safe operation of special equipment in Wulian County.
