【摘要】：安全生產(chǎn)工作一頭系著改革、發(fā)展大局,一頭系著千家萬(wàn)戶的生命財(cái)產(chǎn)安全,做好安全生產(chǎn)工作意義重大,事關(guān)全局。當(dāng)前的中國(guó)社會(huì)正處于一個(gè)全面、深刻的經(jīng)濟(jì)社會(huì)轉(zhuǎn)型變革周期,在這個(gè)以經(jīng)濟(jì)市場(chǎng)化、產(chǎn)業(yè)非農(nóng)化、人口城鎮(zhèn)化為主要特征的轉(zhuǎn)型變革周期里,一方面,舊有的安全監(jiān)管和生產(chǎn)體系,在新的社會(huì)環(huán)境下已難以適用,而新的安全監(jiān)管體系還在完善階段,這樣一種過(guò)渡性質(zhì)的時(shí)代特征導(dǎo)致了勞動(dòng)者在生產(chǎn)中遇到的安全風(fēng)險(xiǎn)居高不下;另一方面由于人們綜合素質(zhì)的提升,社會(huì)的進(jìn)步,從事生產(chǎn)一線的工作人員對(duì)于自身的工作環(huán)境,健康權(quán)益等有著更高的認(rèn)識(shí)。于是逐漸形成當(dāng)前國(guó)家安全生產(chǎn)現(xiàn)狀難以滿足群眾日益提升的安全意識(shí)的局面。筆者以江蘇省泰興市為研究對(duì)象,以相關(guān)安全生產(chǎn)理論為指導(dǎo),結(jié)合當(dāng)前基層安全生產(chǎn)現(xiàn)狀來(lái)探討安全生產(chǎn)監(jiān)管工作,著力分析泰興市在安全生產(chǎn)監(jiān)管中存在的問(wèn)題及原因,同時(shí)針對(duì)問(wèn)題給出了一些建議。全文共分為六個(gè)部分:第一,導(dǎo)論。該部分的內(nèi)容重點(diǎn)對(duì)本課題的研究原因和意義進(jìn)行論述,然后分析有關(guān)的國(guó)內(nèi)外研究現(xiàn)狀,總結(jié)本文的主要研究思路和方法,第二,分析和本論文研究有關(guān)的概念和理論。其中包括基層安全生產(chǎn)監(jiān)管的有關(guān)概念,包括內(nèi)外部特性,以及政府管制相關(guān)理論,還有安全生產(chǎn)監(jiān)管的相關(guān)概念和理論。第三,對(duì)泰興市安全生產(chǎn)監(jiān)管問(wèn)題進(jìn)行調(diào)研,分析泰興市安全監(jiān)管的現(xiàn)狀。第四,根據(jù)泰興市的安全生產(chǎn)監(jiān)管問(wèn)題,分析其出現(xiàn)的背后原因。第五,對(duì)國(guó)外的一些監(jiān)管法律體系,社會(huì)制約機(jī)制等內(nèi)容進(jìn)行闡述,對(duì)它們的一些先進(jìn)做法和經(jīng)驗(yàn)進(jìn)行闡述。第六,根據(jù)前面有關(guān)基層政府、法律法規(guī)、生產(chǎn)企業(yè)、監(jiān)管隊(duì)伍和制約機(jī)制等方面存在著的問(wèn)題,進(jìn)而提出相應(yīng)的改善措施,從而為提升基層安全生產(chǎn)監(jiān)管的總體水平提供一定的參考。
[Abstract]:The work of safety in production is related to the overall situation of reform and development, and to the safety of life and property of thousands of families. It is of great significance to do well the work of safety in production, which is of great importance to the overall situation. The current Chinese society is in a comprehensive and profound period of economic and social transformation and transformation. On the one hand, in this transition and transformation cycle characterized by marketization of the economy, non-agricultural industries, and urbanization of the population, on the one hand, The old safety supervision and production system has become difficult to apply in the new social environment, while the new safety supervision system is still in the perfect stage. Such a transitional characteristic of the times has led to a high level of safety risks encountered by workers in production; on the other hand, due to the improvement of people's comprehensive quality and social progress, The staff engaged in the production line have a better understanding of their own working environment, health rights and interests. As a result, the current situation of national safety production is difficult to meet the increasing safety awareness of the masses. The author takes Taixing City of Jiangsu Province as the research object, takes the relevant safety production theory as the instruction, unifies the present basic level safety production present situation to discuss the safety production supervision work, analyzes the Taixing City in the safety production supervision existence question and the reason. At the same time, some suggestions are given. The full text is divided into six parts: first, introduction. This part focuses on the research reasons and significance of this topic, and then analyzes the domestic and foreign research situation, summarizes the main research ideas and methods of this paper. Second, analyzes the concepts and theories related to this paper. It includes the related concepts of grass-roots production safety supervision, including internal and external characteristics, as well as the relevant theories of government regulation, as well as the related concepts and theories of production safety supervision. Third, the safety of production supervision in Taixing City investigation and analysis of the current situation of safety supervision in Taixing City. Fourth, according to the safety of production supervision in Taixing City, analyze the reasons behind its emergence. Fifthly, it expounds some foreign supervisory legal system, social restriction mechanism, and some advanced practices and experiences. Sixthly, according to the problems existing in the previous aspects, such as grass-roots government, laws and regulations, production enterprises, supervision teams and restraint mechanisms, and then put forward corresponding improvement measures. So as to improve the overall level of grass-roots production safety supervision to provide a certain reference.
