汽車客運(yùn)站安全管理及評(píng)價(jià)指標(biāo)研究

【摘要】:隨著國民經(jīng)濟(jì)的迅速發(fā)展,汽車保有量的不斷增多,道路交通安全問題日益嚴(yán)重。雖然我國在遏制重特大交通事故高發(fā)勢(shì)頭以及事故預(yù)防方面做了大力工作,但是總體來看,交通事故基數(shù)還是很大,造成的經(jīng)濟(jì)損失也較大。當(dāng)前的道路交通運(yùn)輸安全形勢(shì)仍然嚴(yán)峻,需要道路運(yùn)輸管理部門以及相關(guān)運(yùn)輸企業(yè)進(jìn)一步長期地加大道路交通運(yùn)輸企業(yè)安全生產(chǎn)管理的監(jiān)管力度,從源頭上預(yù)防,杜絕事故發(fā)生。 汽車客運(yùn)站是道路旅客運(yùn)輸企業(yè)三大基層單位之一,做好汽車客運(yùn)站的安全管理工作,很有必要建立一套具有實(shí)操性的安全評(píng)價(jià)體系。對(duì)客運(yùn)站的安全管理及生產(chǎn)管理現(xiàn)狀客觀地做出評(píng)價(jià),及時(shí)發(fā)現(xiàn)安全生產(chǎn)管理過程中存在影響安全的隱患,并提出有效的具有針對(duì)性的安全監(jiān)管對(duì)策,,預(yù)防事故的發(fā)生。這同時(shí)也是道路旅客運(yùn)輸業(yè)持續(xù)發(fā)展的基礎(chǔ)和前提。 本文從汽車客運(yùn)站安全現(xiàn)狀出發(fā),通過對(duì)汽車客運(yùn)站的調(diào)研,收集相應(yīng)的數(shù)據(jù)資料,采用系統(tǒng)分析理論分別從人、物、管理三個(gè)方面定性的分析其對(duì)客運(yùn)站安全生產(chǎn)及管理的影響;其次根據(jù)建立指標(biāo)體系的原則、方法,法律法規(guī),咨詢道路旅客運(yùn)輸安全領(lǐng)域的專家意見構(gòu)建了汽車客運(yùn)站安全評(píng)價(jià)指標(biāo)體系,包含:1個(gè)一級(jí)指標(biāo),4個(gè)二級(jí)指標(biāo)和26個(gè)三級(jí)指標(biāo);然后對(duì)比AHP法和G1法,考慮評(píng)價(jià)體系指標(biāo)數(shù)較多的特點(diǎn)選擇了無須一致性檢驗(yàn)的G1法計(jì)算指標(biāo)權(quán)重值,完成指標(biāo)的量化;最后根據(jù)權(quán)重指標(biāo)采用千分制賦予指標(biāo)分?jǐn)?shù),并對(duì)指標(biāo)進(jìn)行具體細(xì)化,完成汽車客運(yùn)站安全評(píng)價(jià)評(píng)分標(biāo)準(zhǔn),并選取某一客運(yùn)站進(jìn)行試評(píng)價(jià),驗(yàn)證評(píng)分標(biāo)準(zhǔn)的合理性和可操作性。
[Abstract]:With the rapid development of the national economy and the increasing number of vehicles, the road traffic safety problem is becoming more and more serious. Although great efforts have been made to contain the high incidence of serious and serious traffic accidents and to prevent accidents in China, the cardinal number of traffic accidents is still very large and the economic losses are also large. The current situation of road traffic and transportation safety is still grim. It is necessary for the road transport management departments and related transport enterprises to further strengthen the supervision and control of road transportation enterprises' safety production management over a long period of time, so as to prevent it from the source. Put an end to accidents. The automobile passenger station is one of the three basic units of road passenger transportation enterprise. It is necessary to establish a set of practical safety evaluation system for the safety management of the automobile passenger station. The present situation of safety management and production management of passenger station is evaluated objectively, and the hidden trouble affecting safety in the process of safety production management is found in time, and effective safety supervision countermeasures are put forward to prevent accidents. At the same time, this is also the basis and premise of the sustainable development of road passenger transport industry. Based on the present safety situation of the automobile passenger station, this paper collects the corresponding data through the investigation of the automobile passenger station, and adopts the theory of system analysis to analyze the person and the object respectively. Three aspects of management qualitative analysis of its impact on passenger station safety production and management; secondly, according to the establishment of the principles of index system, methods, laws and regulations, After consulting experts in the field of road passenger transport safety, a safety evaluation index system of automobile passenger station is constructed, which includes: 1 first class index, 4 second class index and 26 third class index; then compared with AHP method and G1 method, Considering the characteristics of more index number of evaluation system, the G1 method without consistency test is selected to calculate the index weight value to complete the quantification of the index. Finally, according to the weight index, the index score is given by the thousands of points system, and the index is concretely refined. The safety evaluation standard of automobile passenger station is completed and a certain passenger station is selected for trial evaluation to verify the reasonableness and maneuverability of the scoring standard.
