火車站典型公共場所安全評價(jià)研究

【摘要】:火車站公共場所作為城市公共安全的重要組成部分,對維護(hù)城市穩(wěn)定發(fā)揮著非常重要的作用,大型人員密集的公共場所治安是否良好,管理是否完善,對減少公共安全類突發(fā)事件具有重要指導(dǎo)作用。因此,對火車站典型公共場所的安全評價(jià)顯得尤為重要。本文結(jié)合火車站公共場所日常管理運(yùn)行實(shí)際,對火車站公共場所多個(gè)因素進(jìn)行分析,確定安全評價(jià)內(nèi)容、選擇評價(jià)方法,建立火車站公共場所安全評價(jià)指標(biāo)體系及評價(jià)模型,并開展了西安火車站典型公共場所安全評價(jià)應(yīng)用研究,主要研究內(nèi)容如下: 首先依據(jù)城市公共安全的特點(diǎn),分析了火車站典型公共場所的安全特點(diǎn)和系統(tǒng)特征,在此基礎(chǔ)上,結(jié)合人—機(jī)—環(huán)—管的系統(tǒng)分析方法,確定了火車站典型公共場所安全評價(jià)指標(biāo)體系的構(gòu)建方法、評價(jià)數(shù)學(xué)模型的選擇方法、評價(jià)等級等。其次,通過火車站公共場所安全隱患分析,建立了火車站公共場所安全評價(jià)指標(biāo)體系,應(yīng)用層次分析法(AHP)對指標(biāo)權(quán)重進(jìn)行了計(jì)算,并分析了火車站公共場所安全的主控因素。再次,建立了基于未確知測度的火車站公共場所安全評價(jià)的量化模型,將定性分析與定量評價(jià)方法的有機(jī)結(jié)合,描述了火車站公共安全特征,來保證安全評價(jià)的合理性。最后,對西安火車站的安全管理現(xiàn)狀進(jìn)行了評價(jià),根據(jù)綜合評價(jià)結(jié)果,判斷現(xiàn)行安全管理工作是否滿足安全生產(chǎn)的要求,提出其需要整改的薄弱環(huán)節(jié),確;疖囌竟矆鏊陌踩(wěn)定。 本文針對火車站典型公共場所安全特征,結(jié)合層次分析法(AHP)與未確知測度方法,研究的火車站公共場所安全評價(jià)方法,體現(xiàn)出定性、定量相結(jié)合的特點(diǎn),將其應(yīng)用于實(shí)際安全評價(jià),,可為火車站這類大型、典型的公共場所消除安全隱患、加強(qiáng)日常管理提供依據(jù),同時(shí)為政府部門及車站管理部門了解火車站公共場所日常管理的安全現(xiàn)狀、實(shí)施宏觀監(jiān)控提供參考,具有一定的實(shí)際應(yīng)用價(jià)值。
[Abstract]:Railway station public places, as an important part of urban public safety, play a very important role in maintaining the stability of the city. It plays an important guiding role in reducing public safety emergencies. Therefore, it is very important to evaluate the safety of typical public places of railway station. Based on the practice of daily management of railway station public places, this paper analyzes several factors of railway station public places, determines the contents of safety evaluation, selects evaluation methods, and establishes the evaluation index system and evaluation model of railway station public places. And carried out the Xi'an railway station typical public place safety evaluation application research, the main research content is as follows: Firstly, according to the characteristics of urban public safety, this paper analyzes the safety characteristics and system characteristics of typical public places in railway stations, and then combines the system analysis method of man-machine-environment management. The construction method of safety evaluation index system of typical public places of railway station, the selection method of evaluation mathematical model and the evaluation grade are determined. Secondly, through the analysis of the hidden danger of railway station public places, the index system of railway station public places safety evaluation is established, and the index weight is calculated by using the analytic hierarchy process (AHP), and the main control factors of railway station public places safety are analyzed. Thirdly, a quantitative model of railway station public safety evaluation based on unascertained measure is established. The qualitative analysis and quantitative evaluation method are combined to describe the public safety characteristics of railway station to ensure the rationality of safety evaluation. Finally, the present situation of safety management in Xi'an railway station is evaluated. According to the comprehensive evaluation results, it is judged whether the current safety management meets the requirements of safety production, and the weak links that need to be rectified are put forward. Ensure the safety and stability of railway station public places. According to the safety characteristics of typical public places of railway station, combining the analytic hierarchy process (AHP) and unascertained measure method, the safety evaluation method of railway station public places is studied in this paper, which embodies the characteristics of qualitative and quantitative analysis. Applying it to practical safety evaluation can provide the basis for eliminating hidden dangers of safety and strengthening daily management in large and typical public places such as railway stations. At the same time, it provides a reference for government departments and station management departments to understand the safety status of the daily management of railway station public places, and to implement macro-monitoring, which has certain practical application value.
