【摘要】:鑒于山區(qū)地形起伏較大,地質(zhì)、氣象條件復(fù)雜,山區(qū)高速公路存在運(yùn)行環(huán)境復(fù)雜、事故易發(fā)路段較多等安全問題。山區(qū)地區(qū)高速公路重、特大交通事故發(fā)生率及死亡率均遠(yuǎn)高于平原地區(qū)高速公路。因此,開展特殊事件下山區(qū)高速公路安全運(yùn)行管理研究,對(duì)降低山區(qū)高速公路事故率,保障道路車輛安全運(yùn)行具有重要意義。 本文針對(duì)特殊事件對(duì)山區(qū)高速公路安全運(yùn)行的影響,首先介紹了山區(qū)高速公路特殊事件的特征,其次從線形件、構(gòu)造物、路面狀況、路網(wǎng)環(huán)境及交通特征等方面來分析山區(qū)高速公路的運(yùn)行環(huán)境,最后基于三種特殊事件,分別討論其對(duì)山區(qū)高速公路交通運(yùn)行的影響。 本文通過對(duì)監(jiān)測(cè)信息的用戶主體和不同用戶的監(jiān)測(cè)需求兩個(gè)方面分析得出,環(huán)境信息監(jiān)測(cè)、交通流相關(guān)參數(shù)監(jiān)測(cè)、事件監(jiān)測(cè)是山區(qū)高速公路信息監(jiān)測(cè)的主體。進(jìn)而為得到用戶所需監(jiān)測(cè)信息,分別針對(duì)行車環(huán)境、交通事件、地質(zhì)災(zāi)害制定運(yùn)行環(huán)境監(jiān)測(cè)指標(biāo),并根據(jù)不同指標(biāo)采集時(shí)所需監(jiān)測(cè)器的布設(shè)制定監(jiān)測(cè)技術(shù)方法。最終從監(jiān)測(cè)器技術(shù)和監(jiān)測(cè)器布設(shè)兩個(gè)方面制定山區(qū)高速公路運(yùn)行技術(shù)標(biāo)準(zhǔn)要求。 本文根據(jù)特殊事件的特性及特殊事件對(duì)山區(qū)高速公路交通運(yùn)行的影響程度,將不同類型的特殊事件劃分為不同等級(jí),通過分析以工程對(duì)策與交通管理對(duì)策相結(jié)合的運(yùn)行管理策略,針對(duì)不同類型、等級(jí)的特殊事件分別制定出與該特殊事件相對(duì)應(yīng)的分級(jí)運(yùn)行處置預(yù)案,,并給出各級(jí)特殊事件的運(yùn)行處置流程。 本文旨在能正確選擇特殊事件發(fā)生后,山區(qū)高速公路的疏導(dǎo)與控制策略,深入分析疏導(dǎo)與控制技術(shù)的應(yīng)用特性及措施間關(guān)系,并進(jìn)行最優(yōu)措施決策。通過研究疏導(dǎo)路網(wǎng)、疏導(dǎo)節(jié)點(diǎn)的確定,構(gòu)建了基于多路徑隨機(jī)用戶均衡交通分配模型(SUE)的疏導(dǎo)模型。通過研究特殊事件下山區(qū)高速公路匝道控制特點(diǎn)、路段通行能力估計(jì),構(gòu)建了基于線性規(guī)劃模型的匝道出入口模型。 最后,采用層次分析法——模糊綜合評(píng)價(jià)模型對(duì)特殊事件下山區(qū)高速公路運(yùn)行管理效果進(jìn)行綜合評(píng)價(jià)。
[Abstract]:In view of the large topography, geology and complex meteorological conditions in mountainous areas, there are many safety problems such as complex operating environment and more accident prone sections of expressway in mountainous areas. The incidence and mortality of serious traffic accidents in mountainous areas are much higher than those in plain areas. Therefore, it is of great significance to carry out the research on the safe operation management of expressway in mountainous area under special events to reduce the accident rate of expressway in mountainous area and to ensure the safe operation of road vehicles. In view of the influence of special events on the safe operation of mountain expressway, this paper first introduces the characteristics of the special events of mountain expressway, and then from the line, structure, road condition, The network environment and traffic characteristics are analyzed in this paper. Finally, based on three kinds of special events, the influence on the traffic operation of mountain expressway is discussed respectively. Based on the analysis of the user subject of monitoring information and the monitoring needs of different users, this paper concludes that environmental information monitoring, traffic flow related parameters monitoring and event monitoring are the main body of mountain highway information monitoring. Then, in order to obtain the monitoring information required by users, the operating environment monitoring indexes are developed for the traffic environment, traffic events and geological hazards, and the monitoring techniques are developed according to the required monitors when different indexes are collected. Finally, from two aspects of monitor technology and monitor layout, the technical standard requirements of mountain highway operation are formulated. According to the characteristics of special events and the influence of special events on the traffic operation of highway in mountainous areas, different types of special events are classified into different grades in this paper. By analyzing the operation management strategy which combines engineering countermeasure with traffic management strategy, according to the special events of different types and grades, the corresponding classified operation and disposal plan of the special event is worked out. At the same time, the operation and disposal flow of special events at all levels are given. The purpose of this paper is to correctly select the strategy of guidance and control of expressway in mountainous area after the occurrence of special events, to analyze the application characteristics of dredging and control technology and the relationship between measures, and to make the optimal decision of measures. Based on the study of the road network and the determination of the grooming nodes, a grooming model based on the multipath stochastic user equilibrium traffic assignment model (SUE) is constructed. A ramp exit model based on linear programming model is constructed by studying the characteristics of ramp control and the estimation of traffic capacity of expressway in mountainous area under special events. Finally, the paper uses the analytic hierarchy process (AHP)-fuzzy comprehensive evaluation model to evaluate the operation and management effect of expressway in mountainous area under special events.
