基于HAZOP分析的煤制甲醇?xì)饣到y(tǒng)隱患排查管理

【摘要】:為了減少事故的發(fā)生、降低人員和財(cái)產(chǎn)的損失,本文詳細(xì)介紹了系統(tǒng)安全分析方法——危險(xiǎn)與可操作性分析(HAZOP)的原理、方法和流程,,利用HAZOP研究方法能夠辨識(shí)由于偏離而構(gòu)成的危險(xiǎn)因素。利用HAZOP方法辨識(shí)出現(xiàn)偏差的可能原因、后果,以及現(xiàn)有安全措施是否能夠滿足安全需要,如果不能要增加建議安全措施提高系統(tǒng)的安全水平。同時(shí)基于HAZOP研究方法對(duì)系統(tǒng)的分析結(jié)果,對(duì)系統(tǒng)進(jìn)行事故隱患排查管理。識(shí)別出系統(tǒng)中存在的事故隱患,建立事故隱患排查單。根據(jù)一般事故隱患和重大事故隱患的分類標(biāo)準(zhǔn),從兩方面對(duì)事故隱患進(jìn)行排查,分別從隱患可能導(dǎo)致事故的后果嚴(yán)重性和事故隱患的整改難度進(jìn)行分析。通過(guò)進(jìn)一步分析,可以從事故發(fā)生造成的人員傷亡、事故發(fā)生造成的財(cái)產(chǎn)損失、隱患整改的經(jīng)濟(jì)投入、隱患整改的技術(shù)支持、隱患整改的時(shí)效性五個(gè)方面對(duì)系統(tǒng)內(nèi)識(shí)別出的隱患進(jìn)行排查管理。借助層次分析法計(jì)算五個(gè)因素的權(quán)重,并建立的了公式R=Sω1+Pω2+Fω3+Iω4+Tω5計(jì)算事故隱患的風(fēng)險(xiǎn),確定一般事故隱患和重大事故隱患的界限值,從而識(shí)別出系統(tǒng)中存在的哪些是一般事故隱患,哪些是重大事故隱患。 以國(guó)內(nèi)某煤化工企業(yè)煤制甲醇?xì)饣囬g的四個(gè)分析部分作為分析對(duì)象,將HAZOP研究方法和事故隱患排查管理應(yīng)用于企業(yè)實(shí)例中,分析氣化系統(tǒng)內(nèi)的偏差。并以HAZOP分析結(jié)果為基礎(chǔ),對(duì)分析對(duì)象的設(shè)備、裝置、設(shè)施等進(jìn)行事故隱患排查管理,識(shí)別其中的事故隱患,并利用專家打分和建立公式R=Sω1+Pω2+Fω3+Iω4+Tω5計(jì)算事故隱患的風(fēng)險(xiǎn)值,辨別一般事故隱患和重大事故隱患。事故隱患排查可以使企業(yè)的安全管理更有針對(duì)性和有效性,對(duì)識(shí)別出的事故隱患給出相應(yīng)的消除、控制措施,對(duì)重大事故隱患應(yīng)立即整改,監(jiān)測(cè)整改的情況,提升企業(yè)的安全水平。
[Abstract]:In order to reduce the occurrence of accidents and the loss of personnel and property, this paper introduces in detail the principle, method and flow of the system safety analysis method-Hazard and maneuverability Analysis (HAZOP). The HAZOP method can be used to identify the risk factors caused by deviation. HAZOP method is used to identify the possible causes and consequences of deviation, as well as whether the existing security measures can meet the security needs, and if the proposed security measures cannot be added to improve the safety level of the system. At the same time, based on the analysis results of HAZOP research method, the system is investigated and managed. Identify the hidden trouble in the system, and set up the check list of the hidden trouble. According to the classification standard of the hidden trouble of common accident and the hidden trouble of major accident, the investigation of the hidden trouble of accident is carried out from two aspects, and the seriousness of the consequence of the hidden trouble and the difficulty of rectifying the hidden trouble of accident are analyzed respectively. Through further analysis, the casualties caused by the accident, the loss of property caused by the accident, the economic input for the rectification of the hidden danger, and the technical support for the rectification of the hidden danger can be obtained. Hidden trouble rectification of the effectiveness of five aspects of the system identified hidden trouble management. With the help of analytic hierarchy process (AHP), the weights of the five factors are calculated, and the formula RCS 蠅 1P 蠅 2F 蠅 3I 蠅 4T 蠅 5 is established to calculate the risk of the hidden trouble of the accident, and to determine the limit value of the hidden trouble of the general accident and the hidden trouble of the major accident. In order to identify the system which is common accident hidden trouble, which is a major accident hidden danger. Taking the four analysis parts of methanol gasification workshop of a coal chemical enterprise in China as the object of analysis, the HAZOP research method and accident hidden danger investigation and management are applied to the enterprise example to analyze the deviation in the gasification system. Based on the results of HAZOP analysis, the equipment, devices and facilities of the object of analysis are investigated and managed to identify the hidden troubles, and the formula of S 蠅 1P 蠅 2F 蠅 3I 蠅 4T 蠅 5 is established to calculate the risk value of the hidden trouble by using the expert scoring and establishing the formula RKS 蠅 1P 蠅 2F 蠅 3I 蠅 4T 蠅 5. Distinguish between common accident hidden trouble and major accident hidden trouble. The investigation of hidden dangers of accidents can make the safety management of enterprises more pertinent and effective, and give the corresponding elimination and control measures for the hidden dangers of accidents identified, and immediately rectify and monitor the situation of the hidden dangers of major accidents. Improve the safety level of enterprises.
