【摘要】:特種設備伴隨著我國經濟社會的高速發(fā)展,逐漸成為工業(yè)生產中重要的設備工具,,以及人民生活中不可缺少的設備設施,但是由于其具有高危險性和事故易發(fā)性,可能會造成人員傷亡或財產損失,對人民生活和工業(yè)生產造成巨大的影響。特種設備安全監(jiān)管是為了確保特種設備安全運行,為人民的生命安全和經濟發(fā)展提供保障,因此,加強特種設備安全監(jiān)管是保證特種設備安全的重要措施之一。 為了滿足我國特種設備不斷增長的現(xiàn)狀,科學、有效的提高特種設備安全監(jiān)管能力,應當對安全監(jiān)管能力進行系統(tǒng)的研究,研究與特種設備發(fā)展相匹配的安全監(jiān)管能力水平,為實現(xiàn)特種設備的科學監(jiān)管、安全監(jiān)管提供參考。 本論文在分析研究我國特種設備安全現(xiàn)狀和安全監(jiān)管組織體系的基礎上,依據組織能力等理論和方法,構建特種設備安全監(jiān)管能力概念,根據SMART原則設計安全監(jiān)管能力指標體系,進而根據可接受理論ALARP準則、成本效益分析法、能崗匹配原理研究確定每項指標的可接受水平。主要研究內容和成果如下: (1)構建特種設備安全監(jiān)管能力概念。基于組織能力理論等理論和方法,研究分析我國特種設備安全監(jiān)管組織體系特點,將特種設備安全監(jiān)管能力定義為特種設備安全監(jiān)管組織配備必要的基礎資源,進行相應而必要的監(jiān)察和檢驗執(zhí)行,以達到保障特種設備安全目的的能力。 (2)設計安全監(jiān)管能力指標體系。參考特種安全監(jiān)管方面以往的研究成果,初步設計包含36項指標的指標體系,依據指標設計的SMART原則,通過專家問卷和相關性分析,最終篩選得到10項表征特種設備安全監(jiān)管能力的指標體系。 (3)分析我國特種設備增長和安全狀況,依據成本效益分析和匹配原理,研究確定我國特種設備安全監(jiān)管能力的可接受水平。分析各項指標目前的數(shù)據與可接受水平的對比情況,提出相應的控制策略。
[Abstract]:Special equipment, accompanied by the rapid development of our country's economy and society, has gradually become an important equipment tool in industrial production, as well as the indispensable equipment and facilities in the people's life. But because of its high risk and accident prone, it may cause casualties or property losses, and has a great impact on people's life and industrial production. The safety supervision of special equipment is to ensure the safe operation of special equipment and provide security for the people's life safety and economic development. Therefore, strengthening the safety supervision of special equipment is one of the important measures to ensure the safety of special equipment.
In order to meet the growing status of special equipment in China, and to improve the safety supervision ability of special equipment, the ability of safety supervision and supervision should be studied systematically and the level of security supervision ability matched with the development of special equipment should be studied to provide reference for the realization of the supervision of special equipment and the safety supervision.
In this paper, based on the analysis and study of the status of special equipment safety and the organization system of safety supervision in China, according to the theory and method of organization ability, the concept of safety supervision ability of special equipment is constructed. According to the principle of SMART, the index system of safety supervision ability is designed, and then according to the theory of ALARP, the cost benefit analysis method can be used. The principle of allocation is studied to determine the acceptable level of each index. The main research contents and achievements are as follows:
(1) to construct the concept of safety supervision ability of special equipment. Based on the theory and method of organization ability theory, the characteristics of the special equipment safety supervision organization system in China are studied and analyzed. The safety supervision ability of special equipment is defined as the necessary basic capital for special equipment safety supervision organization, so as to carry out the necessary supervision and inspection implementation. The ability to ensure the safety of special equipment.
(2) design the index system of safety supervision ability. Referring to the previous research achievements in special safety supervision, we initially designed the index system containing 36 indicators. According to the SMART principle of the index design, through the expert questionnaire and the correlation analysis, the index system of 10 special equipment safety supervision ability was selected.
(3) to analyze the growth and safety status of special equipment in China. According to the cost-benefit analysis and matching principle, the acceptable level of the safety supervision ability of special equipment in China is studied. The comparison of the current data and the acceptable level of various indicators is analyzed, and the corresponding control strategies are put forward.
