【摘要】：“安全發(fā)展”是指國民經(jīng)濟和區(qū)域經(jīng)濟、各個行業(yè)和領(lǐng)域、各類生產(chǎn)經(jīng)營單位的發(fā)展，以及社會的進步和發(fā)展，，必須把安全作為基礎(chǔ)前提和保障，自覺遵循黨和國家安全生產(chǎn)方針政策和法律法規(guī)，把發(fā)展建立在安全保障能力不斷增強，安全生產(chǎn)狀況持續(xù)改善，勞動者生命安全和身體健康得到切實保證的基礎(chǔ)上，促進安全生產(chǎn)與經(jīng)濟社會的同步協(xié)調(diào)發(fā)展。而安全生產(chǎn)事關(guān)經(jīng)濟社會發(fā)展和人民群眾的生命財產(chǎn)安全,是國民經(jīng)濟穩(wěn)定運行的重要保障和社會文明進步的重要標志,是落實科學(xué)發(fā)展觀的必然要求,是實現(xiàn)可持續(xù)發(fā)展和構(gòu)建和諧社會的重要組成部分,是安全發(fā)展的核心內(nèi)容和基本任務(wù)。 “十二五”時期，將是山西省社會經(jīng)濟發(fā)展的關(guān)鍵時期，也是遏制重特大事故，減少人員傷亡，實現(xiàn)安全生產(chǎn)形勢進一步好轉(zhuǎn)的重要時期。山西要實現(xiàn)科學(xué)發(fā)展，最關(guān)鍵的是要做到轉(zhuǎn)型發(fā)展、安全發(fā)展、和諧發(fā)展。實現(xiàn)安全發(fā)展，就是要以堅強決心和過硬舉措，全面加強安全生產(chǎn)工作，盡快扭轉(zhuǎn)安全生產(chǎn)被動局面，建立安全生產(chǎn)長效機制，走出一條符合科學(xué)發(fā)展、切合山西實際的安全生產(chǎn)、安全發(fā)展的路子。安全發(fā)展既是科學(xué)發(fā)展的重要內(nèi)容，又是科學(xué)發(fā)展的重要保證。對山西這樣的能源資源型省份來說，做不到安全發(fā)展就談不上科學(xué)發(fā)展，也談不上以人為本，談不上維護人民群眾的根本利益甚至基本生存權(quán)利，更談不上社會的和諧。山西只有實現(xiàn)安全發(fā)展，才能為轉(zhuǎn)型發(fā)展奠定堅實基礎(chǔ)，為和諧發(fā)展創(chuàng)造良好環(huán)境。
