【摘要】：近年來,我國的城市化進(jìn)程不斷加快,城市建設(shè)迅速發(fā)展,城市功能不斷完善,規(guī)模不斷擴(kuò)大,極大的推動(dòng)了我國國民經(jīng)濟(jì)的發(fā)展,成為經(jīng)濟(jì)增長的重要引擎之一。但是,在建筑產(chǎn)業(yè)快速發(fā)展的同時(shí),也暴露出很多問題。伴隨著越來越多的建設(shè)工程項(xiàng)目開工,建筑行業(yè)的整體傷亡事故在整個(gè)生產(chǎn)性行業(yè)中高居不下,每年因建筑施工安全事故死亡的人數(shù)超過千人,直接經(jīng)濟(jì)損失愈百億元。這不僅給傷亡者自身及家庭幸福帶來損害,對(duì)社會(huì)穩(wěn)定也產(chǎn)生了巨大的負(fù)面影響。因此,建筑施工安全是必須高度重視的問題,做好建筑施工安全政府監(jiān)管現(xiàn)狀及對(duì)策研究具有很強(qiáng)的現(xiàn)實(shí)意義。本文首先從建筑施工安全管理方面的主要法律、法規(guī)和政策規(guī)定,建筑施工相關(guān)企業(yè)的安全管理及其問題,安全管理的投入以及教育培訓(xùn),我國建筑施工安全事故現(xiàn)狀和典型事故案例等各個(gè)方面分析闡述了我國在建筑施工安全方面存在的問題。對(duì)美國、日本等發(fā)達(dá)國家建筑施工安全監(jiān)管工作進(jìn)行研究,分別論述發(fā)達(dá)國家監(jiān)管的特點(diǎn)、理念,分析與總結(jié)建筑施工安全監(jiān)管的先進(jìn)經(jīng)驗(yàn)。進(jìn)而根據(jù)研究中發(fā)現(xiàn)的我國在建筑施工安全監(jiān)管當(dāng)中存在的問題,結(jié)合我國現(xiàn)實(shí)國情,借鑒國外先進(jìn)經(jīng)驗(yàn),提出相應(yīng)的改進(jìn)措施。通過探討我國建筑施工安全政府監(jiān)管存在的問題和對(duì)策,一方面發(fā)現(xiàn)自身存在的問題,另一方面借鑒國外優(yōu)秀做法和經(jīng)驗(yàn),對(duì)于不斷提升我國政府對(duì)于建筑施工安全監(jiān)管工作水平和效率,降低安全事故的發(fā)生率,減少事故發(fā)生后造成的人員傷亡和財(cái)產(chǎn)損失,具有積極的促進(jìn)作用。
[Abstract]:In recent years, the process of urbanization in China has been speeding up, the construction of cities has developed rapidly, the functions of cities have been continuously improved and the scale has been expanding, which has greatly promoted the development of our national economy and become one of the important engines of economic growth.However, the rapid development of the construction industry at the same time, but also exposed a lot of problems.With more and more construction projects started, the overall casualties of the construction industry in the whole productive industry, the number of deaths due to construction safety accidents every year more than a thousand people, direct economic losses of more than 10 billion yuan.This not only damages the well-being of the victims and their families, but also has a great negative impact on social stability.Therefore, construction safety must be attached great importance to, and it is of great practical significance to study the present situation and countermeasures of government supervision of construction safety.In this paper, the main laws, regulations and policies of construction safety management, the safety management and its problems of construction related enterprises, the input of safety management and education and training are introduced.The present situation of construction safety accidents and typical accident cases in China are analyzed and the problems existing in construction safety in China are discussed.This paper studies the construction safety supervision in the developed countries, such as America and Japan, discusses the characteristics and concepts of the supervision in the developed countries, and analyzes and summarizes the advanced experience of the construction safety supervision.Then according to the problems found in the construction safety supervision in our country, combined with the actual situation of our country, and drawing on the advanced experience of foreign countries, the corresponding improvement measures are put forward.Through discussing the problems and countermeasures of government supervision of construction safety in our country, on the one hand, we find the problems existing in ourselves, on the other hand, we draw lessons from the excellent practices and experiences of foreign countries.It plays an active role in promoting the level and efficiency of construction safety supervision, reducing the incidence of safety accidents, and reducing casualties and property losses caused by accidents.
