【摘要】：海上交通安全不僅涉及到從業(yè)者和旅客的生命財產(chǎn)安全,更涉及到經(jīng)濟(jì)發(fā)展安全、自然生態(tài)環(huán)境安全和社會穩(wěn)定安全,海上交通安全的重要性現(xiàn)已得到專家學(xué)者和全社會的廣泛共識。對海峽交通安全管理進(jìn)行研究更是政府進(jìn)行航運(yùn)管理,加強(qiáng)公共服務(wù)能力,體現(xiàn)責(zé)任政府的重要手段。 瓊州海峽位于我國海南島和雷州半島之間,是海南連接祖國大陸的黃金水道。海峽內(nèi)淺灘多,水流急,交通量大、流向交叉復(fù)雜,漁船活動頻繁,歷來是我國沿海的一個交通事故多發(fā)水域。開展瓊州海峽交通安全研究,能有效地加強(qiáng)對該水域的交通安全管理,規(guī)范并簡化船舶交通流,保障船舶航行安全,提高航運(yùn)效率,為科學(xué)合理的制定和實(shí)施瓊州海峽通航環(huán)境改善措施提供理論依據(jù)。 本文統(tǒng)計(jì)了近年來瓊州海峽內(nèi)的海上交通事故,深入分析了瓊州海峽海上交通事故特征及原因,并從公共管理的視角,找出引發(fā)這些原因的公共管理方面的缺陷,分析瓊州海峽交通安全公共管理存在的主要問題,借鑒國外先進(jìn)的經(jīng)驗(yàn),提出能加強(qiáng)瓊州海峽交通安全公共管理的對策建議,提高瓊州海峽的交通安全。
[Abstract]:Maritime traffic safety involves not only the safety of the lives and property of practitioners and tourists, but also the security of economic development, natural ecological environment and social stability.The importance of maritime traffic safety has been widely recognized by experts and scholars and the whole society.The research on the traffic safety management in the Straits is an important means for the government to carry out the shipping management, strengthen the public service ability and embody the responsible government.Qiongzhou Strait is located between Hainan Island and Leizhou Peninsula.There are many shoals in the Strait with rapid current, large traffic volume, complex flow direction, frequent fishing vessel activity, which has always been a frequent area of traffic accidents along the coast of China.The study of traffic safety in Qiongzhou Strait can effectively strengthen the traffic safety management of the waters, standardize and simplify the vessel traffic flow, guarantee the safety of navigation and improve the efficiency of navigation.It provides theoretical basis for scientific and reasonable formulation and implementation of navigation environment improvement measures in Qiongzhou Strait.This paper counts the maritime traffic accidents in Qiongzhou Strait in recent years, analyzes the characteristics and causes of the accidents, and finds out the defects of the public management from the perspective of public management.This paper analyzes the main problems existing in the public management of traffic safety in Qiongzhou Strait, draws lessons from the advanced experience of foreign countries, and puts forward some countermeasures and suggestions to strengthen the public management of traffic safety in Qiongzhou Strait and improve the traffic safety in Qiongzhou Strait.
