化工園區(qū)生產(chǎn)安全免疫機(jī)理與模型及免疫力評估研究

【摘要】:化工園區(qū)已成為國內(nèi)外石油化工產(chǎn)業(yè)發(fā)展的主流模式,在產(chǎn)生“集聚”效益的同時,帶來了區(qū)域的高風(fēng)險,并可能發(fā)生危害巨大的化工事故。因此,化工園區(qū)必須定期進(jìn)行自我“診斷”:隱患排查和風(fēng)險評估,采取措施抵御和控制風(fēng)險,以提高化工園區(qū)生產(chǎn)安全“免疫力”。加強(qiáng)化工園區(qū)生產(chǎn)安全事故預(yù)防、預(yù)警工作,并提升事故應(yīng)急、恢復(fù)水平,對風(fēng)險控制工作具有重要意義。本文借鑒仿生學(xué)方法,基于生物免疫原理,從以下四個方面開展了化工園區(qū)生產(chǎn)安全免疫機(jī)理與模型及免疫力評估系統(tǒng)及其應(yīng)用研究: 1)化工園區(qū)生產(chǎn)安全事故發(fā)生演化機(jī)理和免疫機(jī)理剖析。借鑒仿生學(xué)方法,將化工園區(qū)類比生物體,分析了化工園區(qū)安全生產(chǎn)管理體系與生物免疫系統(tǒng)的相似性;诨@區(qū)生產(chǎn)安全抗體系統(tǒng)和抗原系統(tǒng)的相互作用,探討了化工園區(qū)生產(chǎn)安全事故發(fā)生機(jī)理和演化過程。分別借鑒生物免疫系統(tǒng)的免疫耐受、免疫識別、免疫穩(wěn)定、免疫應(yīng)答、免疫反饋、免疫恢復(fù)等功能機(jī)理剖析了化工園區(qū)危險免疫耐受、隱患識別預(yù)警、事故應(yīng)急、善后恢復(fù)四個方面的生產(chǎn)安全免疫機(jī)理。 2)化工園區(qū)生產(chǎn)安全免疫模型構(gòu)建和免疫系統(tǒng)建立。以生產(chǎn)安全事故的潛伏、萌芽、暴露、恢復(fù)整個發(fā)生過程為主線,涵蓋化工園區(qū)規(guī)劃、建設(shè)、不成熟和成熟運作各個階段,構(gòu)建了包括免疫耐受子模型、預(yù)警子模型、應(yīng)急子模型、事故恢復(fù)子模型四個子模型的化工園區(qū)生產(chǎn)安全免疫模型。從孕育先天建設(shè)所具有的天然耐受能力、培養(yǎng)后天管理所培育的獲得耐受能力、提高抗原識別水平、強(qiáng)化抗體產(chǎn)生水平、提升非事故狀態(tài)下的免疫穩(wěn)定能力、增強(qiáng)事故狀態(tài)下的免疫應(yīng)答能力、完善基于免疫反饋的短期事故處理、升級基于免疫恢復(fù)的長期恢復(fù)重建八個方面建立了化工園區(qū)生產(chǎn)安全免疫系統(tǒng)。 3)化工園區(qū)生產(chǎn)安全免疫力評估指標(biāo)體系構(gòu)建和評估模型研究。應(yīng)用“正反兩面覆蓋法”,從先天建設(shè)和后天管理兩個方面構(gòu)建了包括19個指標(biāo)層指標(biāo)的免疫耐受度評估指標(biāo)體系,從抗原識別和抗體產(chǎn)生兩個方面構(gòu)建了包括28個指標(biāo)層指標(biāo)的基于免疫識別的預(yù)警水平評估指標(biāo)體系,從非事故狀態(tài)下的免疫穩(wěn)定和事故狀態(tài)下的免疫應(yīng)答兩個方面構(gòu)建了包括22個指標(biāo)層指標(biāo)的基于免疫穩(wěn)定和免疫應(yīng)答的應(yīng)急能力評估指標(biāo)體系,從短期事故處理和長期恢復(fù)重建兩個方面構(gòu)建了包括25個指標(biāo)層指標(biāo)的基于免疫反饋和免疫恢復(fù)的事故恢復(fù)程度評估指標(biāo)體系。通過專家問卷調(diào)查,應(yīng)用改進(jìn)的層次分析法(IAHP)獲取各指標(biāo)的權(quán)重,結(jié)合改進(jìn)的多層次灰色評估法,研究了包括免疫耐受度評估子模型、預(yù)警水平評估子模型、應(yīng)急能力評估子模型、事故恢復(fù)程度評估子模型四個子模型的化工園區(qū)生產(chǎn)安全免疫力評估模型。 4)化工園區(qū)生產(chǎn)安全免疫力評估系統(tǒng)軟件編制及應(yīng)用。用Microsoft Visual C#語言編制了包括四個評估子模型對應(yīng)模塊的化工園區(qū)生產(chǎn)安全免疫力評估系統(tǒng)軟件,并應(yīng)用于某省兩個化工園區(qū)。應(yīng)用結(jié)果表明:評估者可應(yīng)用評估系統(tǒng)軟件對化工園區(qū)的免疫耐受度、預(yù)警水平、應(yīng)急能力、事故恢復(fù)程度的免疫力單方面進(jìn)行評估,也可對化工園區(qū)的整體免疫力進(jìn)行評估;評估結(jié)果與實際情況相符,,可識別化工園區(qū)自身的免疫脆弱項或缺陷,提供了優(yōu)化免疫力水平的措施建議,達(dá)到了實現(xiàn)化工園區(qū)生產(chǎn)安全“自我”調(diào)節(jié)保障的預(yù)期目的。
[Abstract]:Chemical industry park has become the mainstream pattern of the development of petrochemical industry in the country, resulting in "gathering" benefits at the same time, bring about the high risk region, which may have great harm to the chemical accidents. Therefore, chemical park must conduct regular self diagnosis: hazard investigation and risk assessment, and risk control measures against in order to improve the production safety, chemical industry park "immunity". To strengthen the Chemical Park production safety accident prevention, early warning, and improve emergency and recovery level, plays an important role in risk control work. The reference method based on the principle of bionics, biological immune system, carried out the production of the chemical industry park security immune mechanism and model and evaluation system and its immunity the application of the research from the following four aspects:
1) Chemical Industrial Park production safety accidents evolution mechanism and immune mechanism analysis. Using bionics method, chemical park analogy organisms, analyze the similarity of Chemical Industry Park safety production management system and the immune system. The interaction of Chemical Industry Park production safety system and system based on antigen antibody, discusses the mechanism and evolution process of chemical Industry Park production safety accident. Draw on the immune tolerance, immune recognition, immune stability, immune response, immune feedback, immune function recovery mechanism analysis of the chemical industry park risk tolerance, risk identification and early warning, emergency response and rehabilitation safety immune mechanism in four aspects.
2) the establishment of Chemical Industry Park production safety and immune system. The immune model with latent, production safety accidents sprout, exposure, to restore the entire process as the main line, covering chemical industrial park planning, construction, operation of immature and mature stages, including the construction of immune tolerance model, early warning model, emergency sub model. Chemical Industry Park production safety immune model recovery sub model four sub models. The accident from pregnant natural tolerance with congenital construction, cultivate acquired management fostering gain tolerance ability, improve the level of antigen recognition, enhanced antibody level, enhance the immune ability of non stable under accident conditions, enhance the immune response ability under the condition of accidents the perfect short-term accident treatment based on immune feedback, upgrade the immune recovery of long-term recovery reconstruction in eight aspects of the establishment of a Chemical Industrial Park production safety based on the immune system.
3) construction of the index system and evaluation model of production safety assessment of chemical industry park. "Both sides covered immunity application method", from the two aspects of the construction and management of congenital acquired established including 19 indexes of immune tolerance index evaluation index system, which includes two aspects of the construction of the 28 indicators of the level of immune recognition the warning level based on the evaluation index system from the recognition of antigen and antibody, from the two aspects of the immune response of non accident under the condition of immune stability and accident condition is established including 22 indicators of level emergency response capability immune stability and immune response based on the evaluation index system, from the short-term and long-term treatment of accident reconstruction in two aspects the construction includes 25 indicators of the immune feedback and immune recovery accident recovery degree evaluation index system based on the expert questionnaire, the application of improved The analytic hierarchy process (IAHP) to get the weight of each index, combined with multi-level grey evaluation method is improved, including the research of immune tolerance evaluation sub model, model assessment and early warning level, the sub model of emergency capability assessment, accident recovery assessment of the degree of immunity of safe production of Chemical Industry Park sub model four sub models of the evaluation model.
4) production of the chemical industry park safety assessment software development and application of immunity system. Using Microsoft Visual C# to establish immunity of production safety in chemical industry park consists of four sub modules of the corresponding evaluation model and evaluation system software, and applied to a two industrial park. The application results show that the assessment can be immune tolerance, the application of the assessment software chemical industry park early warning level, emergency capability, accident recovery degree of immunity of unilateral evaluation, also the overall immunity to the chemical industry park for evaluation; the evaluation results are consistent with the actual situation, immune recognition of their vulnerability or chemical park defects, provides measures and suggestions to optimize the immunity level, to achieve the expected goal realization of Chemical Industry Park production safety self regulatory safeguards.
