【摘要】：加油加氣站由于不可抗拒的自然力、其經(jīng)營油料存在的潛在危險因素以及生產(chǎn)設(shè)備設(shè)施的不完善問題都可能給加油加氣站工作人員、用戶和周圍環(huán)境造成一定風(fēng)險和危害。為了預(yù)防和減少加油站事故的發(fā)生,我們必須在新建加油加氣站前期進行安全評價,對加油加氣站存在的危險危害因素進行辨識,從而達到并保證加油加氣站正常安全狀態(tài)運行,保證國家和人民的財產(chǎn)安全,保證加油加氣站以最佳的安全生產(chǎn)狀態(tài)得到最優(yōu)的安全投資效益。 本文應(yīng)用安全評價表法對阜新市新建加油加氣站進行了安全評價。本文從加油加氣站周圍環(huán)境、設(shè)備設(shè)施、工作人員、管理制度、油品等方面綜合考慮,首先分析加油加氣站存在的危險危害因素,其次采用易燃、易爆、有毒、重大危險源評價確定事故易發(fā)性、事故發(fā)生的傷害程度,最后采用安全評價表評價方法對新建加油加氣站整體的安全狀況進行綜合評價,并提出了合理性建議。
[Abstract]:Due to the irresistible natural force, the potential risk factors in the operation of oil and the imperfect production equipment and facilities may cause certain risks and hazards to the staff, users and the surrounding environment of the refueling station.In order to prevent and reduce gas station accidents, we must carry out safety evaluation in the early stage of new refueling station, and identify the dangerous and harmful factors existing in refueling station.In order to achieve and ensure the normal safe operation of the refueling station, to ensure the property safety of the state and people, and to ensure the optimal safety investment benefit of the refueling station in the best production safety state.The safety evaluation method is used to evaluate the safety of the newly built refueling and filling station in Fuxin city.In this paper, comprehensive consideration is given to the surrounding environment, equipment, facilities, staff, management system, oil products and so on of the refueling station. Firstly, the dangerous and harmful factors existing in the refueling station are analyzed, and then flammable, explosive and toxic are adopted.The assessment of major hazard sources determines the vulnerability of accidents and the degree of injury caused by accidents. Finally, a comprehensive evaluation of the overall safety situation of newly built refueling and filling stations is carried out by using the method of safety assessment form, and some reasonable suggestions are put forward.
