【摘要】：隨著航空運(yùn)輸業(yè)的迅速發(fā)展，航空運(yùn)輸量急劇攀升，對(duì)飛行員的需求量急劇增大，A單位面臨著飛行訓(xùn)練快速增長(zhǎng)需求，這對(duì)航空安全管理水平提出了新的挑戰(zhàn)與需求。對(duì)于A維修單位而言,在保證安全的工作中，航空器維修是保障航空器安全的關(guān)鍵環(huán)節(jié)之一，也是開展各項(xiàng)安全工作的根本保證，它對(duì)保障航空安全有著至關(guān)重要的地位。目前航空維修安全管理體系的建設(shè)已在各維修單位開展，它在安全管理的發(fā)展中發(fā)揮著重要的作用，同時(shí)也需要不斷發(fā)現(xiàn)并解決SMS在應(yīng)用過程中存在的問題，建立相應(yīng)的風(fēng)險(xiǎn)控制措施。本文以A維修單位的安全管理體系的實(shí)施現(xiàn)狀為研究背景,分析了SMS在A維修單位的應(yīng)用現(xiàn)狀以及取得的成果，在此基礎(chǔ)上深入發(fā)掘其在實(shí)施過程中存在的問題和產(chǎn)生這些問題的原因，并建立具有A維修單位特色的風(fēng)險(xiǎn)控制。 本文以中華人民共和國(guó)民用航空法、民用航空器維修單位合格審定規(guī)定（CCAR-145）、維修單位的安全管理體系（AC-145-15）要求為主要依據(jù)，通過對(duì)現(xiàn)行維修管理體系在安全信息方面、風(fēng)險(xiǎn)管理方面、人員等方面存在的問題及原因進(jìn)行分析，應(yīng)用安全管理理論建立風(fēng)險(xiǎn)控制措施，，這對(duì)提高A維修單位SMS的運(yùn)行有效性有重要意義。
[Abstract]:With the rapid development of the aviation transportation industry, the volume of air transportation is rising rapidly, and the demand for pilots is increasing sharply. Unit A is facing the requirement of rapid increase of flight training, which puts forward new challenges and demands to the level of aviation safety management.For A maintenance unit, aircraft maintenance is one of the key links to ensure the safety of aircraft in the work of ensuring safety, and it is also the fundamental guarantee to carry out various safety work, which plays an important role in ensuring aviation safety.At present, the construction of aviation maintenance safety management system has been carried out in various maintenance units, which plays an important role in the development of safety management. At the same time, it is also necessary to continuously discover and solve the problems existing in the application of SMS.Establish corresponding risk control measures.In this paper, based on the research background of the safety management system of A maintenance unit, the application status of SMS in A maintenance unit and the results obtained are analyzed.On this basis, the existing problems in the implementation process and the causes of these problems are deeply explored, and the risk control with the characteristics of A maintenance unit is established.Based on the requirements of the Civil Aviation Law of the people's Republic of China, the requirements of the CCAR-145, the safety management system of the maintenance units and the safety information of the current maintenance management system,In the aspect of risk management, personnel and other aspects, the problems and reasons are analyzed, and the risk control measures are established by applying the theory of safety management, which is of great significance to improve the operational effectiveness of SMS in A maintenance unit.
