基于Bow-tie模型的高鐵運(yùn)營安全風(fēng)險(xiǎn)分析

【摘要】:為對高鐵運(yùn)營過程中具體環(huán)節(jié)進(jìn)行風(fēng)險(xiǎn)分析,確保高鐵安全運(yùn)營,提出構(gòu)建高鐵運(yùn)營安全的Bow-tie模型.首先,明確高鐵運(yùn)營過程中的風(fēng)險(xiǎn)事件;然后,通過對高鐵運(yùn)營過程中3種典型風(fēng)險(xiǎn)事件:高速列車脫軌、列車沖突以及列車火災(zāi),進(jìn)行事故樹定性分析,計(jì)算各基本事件的重要度,找出對頂事件的影響程度最大的基本事件;最后,按消除源頭、風(fēng)險(xiǎn)預(yù)防、防止惡化及減輕后果的優(yōu)先級(jí)在高鐵運(yùn)營過程中加以實(shí)施控制措施,提出事故前預(yù)防屏障及事故后保護(hù)屏障,構(gòu)建高鐵運(yùn)營安全Bow-tie模型.研究結(jié)果表明:Bow-tie模型可以應(yīng)用于目前高速鐵路運(yùn)營風(fēng)險(xiǎn)管理的日常教育培訓(xùn)、突發(fā)情況的應(yīng)急處理及事故發(fā)生后的調(diào)查分析.
[Abstract]:In order to analyze the risk and ensure the safe operation of high-speed railway, a Bow-tie model of high-speed railway operation safety is proposed.First of all, the risk events in the operation of high-speed railway are defined. Then, through the qualitative analysis of three typical risk events in the operation of high-speed railway: high-speed train derailment, train conflict and train fire, the accident tree is analyzed qualitatively.Calculate the importance of each basic event, find out the basic event that has the greatest impact on the top event; finally, implement the control measures during the operation of the high-speed railway according to the priority of eliminating the source, preventing the risk, preventing deterioration and mitigating the consequences.The pre-accident prevention barrier and post-accident protection barrier are proposed, and the Bow-tie model of high-speed railway operation safety is constructed.The results show that the 1: Bow-tie model can be applied to the daily education and training of risk management in high-speed railway operation, the emergency treatment of emergencies and the investigation and analysis of accidents.
