煉化企業(yè)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)初步研究及航油生產(chǎn)案例分析

【摘要】:中國航空業(yè)的迅速發(fā)展,導(dǎo)致航空煤油的需求增速加快,航油生產(chǎn)企業(yè)備受關(guān)注,對(duì)航油生產(chǎn)項(xiàng)目進(jìn)行環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)十分必要,能降低對(duì)人類健康的損害。我國對(duì)于航空煤油的生產(chǎn)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)理論研究較少,完善航油生產(chǎn)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)及管理體系對(duì)降低企業(yè)生產(chǎn)環(huán)境風(fēng)險(xiǎn)有著重要的作用。 論文本著把環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)和風(fēng)險(xiǎn)管理相結(jié)合的宗旨,對(duì)環(huán)境風(fēng)險(xiǎn)及其評(píng)價(jià)理論進(jìn)行初步介紹,對(duì)煉化企業(yè)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)目的、程序、內(nèi)容、方法進(jìn)行初步探討。 本論文通過對(duì)煉化企業(yè)生產(chǎn)工藝流程、風(fēng)險(xiǎn)識(shí)別、源項(xiàng)分析、事故后果預(yù)測、風(fēng)險(xiǎn)計(jì)算、管理措施幾個(gè)步驟分析研究表明煉化企業(yè)主要風(fēng)險(xiǎn)源項(xiàng)為航油成品罐爆炸和有毒氣體的泄漏;以半數(shù)致死濃度為參考,運(yùn)用健康風(fēng)險(xiǎn)評(píng)價(jià)模型進(jìn)行風(fēng)險(xiǎn)計(jì)算,對(duì)于年產(chǎn)20萬噸航油生產(chǎn)企業(yè),其H2S的LC50為618mg/m3,IDLH值為415mg/m3, MAC值為10mg/m3,風(fēng)險(xiǎn)影響致死范圍限于廠內(nèi),事故預(yù)測地面濃度半數(shù)致死濃度影響范圍較小,處在該風(fēng)險(xiǎn)事故影響范圍內(nèi)的人主動(dòng)避讓,總體上環(huán)境風(fēng)險(xiǎn)值處在可接受范圍內(nèi),并提出了切實(shí)可行的環(huán)境風(fēng)險(xiǎn)防范措施,為企業(yè)環(huán)境風(fēng)險(xiǎn)管理提供理論依據(jù)。
[Abstract]:With the rapid development of aviation industry in China, the demand for aviation kerosene is increasing rapidly, and aviation oil production enterprises are concerned. It is necessary to evaluate the environmental risk of aviation oil production projects, which can reduce the harm to human health.There are few researches on the environmental risk assessment of aviation kerosene production in China. Improving the environmental risk assessment and management system of aviation kerosene production plays an important role in reducing the production environmental risk.Based on the purpose of combining environmental risk assessment with risk management, the paper introduces the environmental risk and its evaluation theory, and discusses the purpose, procedure, content and method of environmental risk assessment in refinery and chemical enterprises.In this paper, the production process, risk identification, source term analysis, accident consequence prediction, risk calculation,The analysis of several steps of management measures shows that the main risk source of refinery enterprises is the explosion of aviation oil finished product tank and the leakage of toxic gas, and the risk calculation is carried out by using the health risk assessment model with the reference of 50% lethal concentration.For the enterprises producing 200000 tons of aviation oil per year, the LC50 of H2S is 618 mg / m ~ (3) IDLH is 415mg / m ~ (3), the MAC value is 10 mg / m ~ (3), the range of risk death is limited to the plant, and the range of accident prediction ground concentration 50% lethal concentration is relatively small.In general, the environmental risk value is within the acceptable range, and puts forward feasible environmental risk prevention measures, which provide a theoretical basis for enterprise environmental risk management.
