【摘要】：近年來，隨著我國經(jīng)濟和道路運輸業(yè)迅速發(fā)展，道路危險貨物的需求量和運輸量也越來越大，然而道路危貨運輸安全卻不容樂觀。國內(nèi)外道路危險貨物運輸行業(yè)的相關法律法規(guī)的更新，加上目前我國還缺乏一個客觀的、全面的、有針對性的道路危險貨物運輸企業(yè)安全評價規(guī)范，則有必要制定符合道路危貨運輸行業(yè)發(fā)展新形勢下的道路危貨運輸企業(yè)安全評價指標體系及方法，，同時使評價程序與國際通行的標準化管理體系接軌。從而對危貨運輸企業(yè)的各種危險因素進行辨識和控制，把可能造成的損失降低到最低程度，并建立起適應社會主義市場經(jīng)濟的安全管理模式。 本文基于國內(nèi)外相關標準和安全評價經(jīng)驗，結(jié)合調(diào)研和專家咨詢的結(jié)果，確定了影響道路危險貨物運輸企業(yè)安全的主次要因素。在此基礎上，運用綜合安全評價方法確定了道路危險貨物運輸企業(yè)安全評價指標，使用專家調(diào)查法和G1法計算并確定指標權重。同時，制定了每個指標評價的具體評分細則和考察方法，形成道路危險貨物運輸企業(yè)評價指標體系。 基于構建的安全評價指標體系，運用Visual Basic.Net編程語言和SQL Server數(shù)據(jù)庫技術，設計開發(fā)了道路危險貨物運輸企業(yè)安全評價軟件系統(tǒng)。軟件界面友好，能夠高效的完成繁瑣的安全評價過程，具有很好的可操作性。根據(jù)使用者不同的權限可實現(xiàn)相應的功能，科學實用，簡單且方便快捷，易于評價人員使用，從而快速地完成評價工作，最后通過報表打印的形式輸出評價結(jié)果。且通過實例證明，評價系統(tǒng)的評價結(jié)果與運輸管理部門給出的主觀評價吻合。 道路危險貨物運輸企業(yè)安全評價指標體系的構建，形成了一個具有針對性和可操作性的安全評價規(guī)范，為行業(yè)監(jiān)管提供了一個有效的手段和方法。同時基于評價指標體系開發(fā)的評價系統(tǒng)，降低了評價人員的工作量，并有效提高評價結(jié)果的精確度。
[Abstract]:In recent years , with the rapid development of our country ' s economy and road transportation industry , the demand and transportation of dangerous goods in the road are getting more and more , however , the transportation safety of dangerous goods at home and abroad is not optimistic . At the same time , it is necessary to establish the index system and method for the safety evaluation of road dangerous goods transportation enterprises under the new situation of transportation industry at home and abroad , so as to identify and control the risk factors of dangerous goods transportation enterprises , reduce the possible losses to the lowest extent , and establish a safe management mode for the socialist market economy .

Based on the domestic and foreign standards and the experience of safety evaluation , the main factors which affect the safety of road dangerous goods transportation enterprises are determined in combination with the results of investigation and expert consultation . On this basis , the comprehensive safety evaluation method is used to determine the safety evaluation index of road dangerous goods transportation enterprises , and the weight of the indexes is calculated and determined by using the expert survey method and the G1 method . At the same time , the specific scoring rules and the inspection methods of each index evaluation are developed , and the evaluation index system of the road dangerous goods transportation enterprise is formed .

Based on the construction safety evaluation index system , the safety evaluation software system of road dangerous goods transportation enterprise is designed and developed by using Visual Basic . Net programming language and SQL Server database technology . The software interface is friendly , can carry out the tedious safety evaluation process efficiently , has good operability . According to different authorities of the user , the corresponding functions can be realized , scientific and practical , simple and convenient and quick , easy to evaluate the use of personnel , and finally output the evaluation result in the form of report printing .

Based on the evaluation system developed by the evaluation index system , the workload of the evaluation personnel is reduced , and the accuracy of the evaluation results is effectively improved .
