【摘要】：針對(duì)海上應(yīng)急救援基地規(guī)劃比較單一的問(wèn)題,結(jié)合渤海海域交通流特征和海上交通事故的統(tǒng)計(jì)結(jié)果,提出了應(yīng)急救援基地雙覆蓋優(yōu)化模型。綜合考慮了渤海海域環(huán)境條件和事故發(fā)生率的影響,基于地理網(wǎng)格劃分方法確定了渤海海域應(yīng)急事故點(diǎn),根據(jù)港口條件選定了應(yīng)急救援基地候選點(diǎn)。應(yīng)用雙覆蓋模型對(duì)渤海海域應(yīng)急救援基地選址進(jìn)行了優(yōu)化分析,利用遺傳算法優(yōu)化求解,得到渤海海域應(yīng)急救援基地選址的最優(yōu)布局方案。研究結(jié)果表明:提出的應(yīng)急基地雙覆蓋模型比現(xiàn)有的選址模型有更好的覆蓋效果,且適應(yīng)度函數(shù)值高達(dá)0.92,充分證明了模型的有效性。
[Abstract]:In view of the relatively simple planning of the maritime emergency rescue base, combined with the characteristics of the traffic flow in the Bohai Sea and the statistical results of the maritime traffic accidents, A double coverage optimization model for emergency rescue base is proposed. Considering the influence of environment conditions and accident incidence in Bohai Sea area, the emergency point of Bohai Sea area is determined based on the method of geographical grid. According to the port condition, the candidate point of emergency rescue base is selected. The location of emergency rescue base in Bohai Sea area is optimized and analyzed by using double coverage model, and the genetic algorithm is used to optimize the solution. The optimal layout scheme of the emergency rescue base location in Bohai Sea is obtained. The results show that the proposed dual coverage model has better coverage effect than the existing site selection model. The fitness function is as high as 0.92which fully proves the validity of the model.
