集對(duì)—粗糙集綜合安全評(píng)估方法在港口航道通航安全中的應(yīng)用

【摘要】:隨著全球經(jīng)濟(jì)的飛速發(fā)展,各國(guó)之間貿(mào)易往來(lái)日益頻繁,船舶已經(jīng)成為國(guó)際間貨物運(yùn)輸?shù)闹饕煌üぞ?與船舶運(yùn)輸相關(guān)的港口航道、碼頭等各配套設(shè)施的安全性已經(jīng)成為航運(yùn)界研究的重點(diǎn)。目前,航運(yùn)領(lǐng)域的眾多專家學(xué)者針對(duì)港口航道通航安全的綜合評(píng)價(jià)方法進(jìn)行了廣泛的探討與研究,也都取得了良好的評(píng)價(jià)結(jié)果。但我們應(yīng)該看到,每種方法都有各自的優(yōu)勢(shì)與不足。本文嘗試采用新方法建立綜合評(píng)價(jià)體系,對(duì)港口航道通航安全進(jìn)行綜合評(píng)價(jià),為后續(xù)研究提供新思路。 本文首先通過(guò)查閱國(guó)內(nèi)外針對(duì)綜合安全評(píng)價(jià)所做的方法研究,得到目前安全評(píng)價(jià)領(lǐng)域評(píng)價(jià)方法的研究現(xiàn)狀,在此基礎(chǔ)上深入探究集對(duì)分析與粗糙集理論的內(nèi)容,并將其與前人成功運(yùn)用的綜合評(píng)價(jià)方法進(jìn)行對(duì)比,以體現(xiàn)集對(duì)分析與粗糙集客觀性強(qiáng)、理論直觀、應(yīng)用簡(jiǎn)潔等優(yōu)勢(shì),并將兩者有機(jī)結(jié)合,建立集對(duì)分析—粗糙集綜合評(píng)價(jià)模型,以具體問(wèn)題驗(yàn)證模型的可行性與適用性。 針對(duì)港口航道系統(tǒng)的特性,基于前人的研究成果得到影響港口安全的所有主要因素。本文將港口航道作為一個(gè)系統(tǒng)進(jìn)行綜合考慮,將影響航道通航安全的環(huán)境因素、船舶因素、人為因素進(jìn)行全面分析,得到最終所需的評(píng)價(jià)指標(biāo)。接著將集對(duì)分析—粗糙集綜合評(píng)價(jià)模型應(yīng)用到航口通航安全評(píng)價(jià)中,其步驟為:利用粗糙集理論的區(qū)分矩陣對(duì)評(píng)價(jià)指標(biāo)進(jìn)行篩選,得到影響航道安全性的最重要指標(biāo),并利用粗糙集中的屬性重要度思想確定指標(biāo)權(quán)重,隨后用集對(duì)分析評(píng)價(jià)機(jī)理通過(guò)處理后的指標(biāo)對(duì)港口航道進(jìn)行安全評(píng)價(jià),得到最終評(píng)價(jià)結(jié)果。 最后,本文以青島港主航道為例,收集相關(guān)數(shù)據(jù),運(yùn)用集對(duì)分析和粗糙集理論對(duì)數(shù)據(jù)進(jìn)行分析處理,得出青島港主航道的安全等級(jí),通過(guò)實(shí)例對(duì)本文建立的集對(duì)分析—粗糙集綜合評(píng)價(jià)模型進(jìn)行驗(yàn)證,以證明其適用性。
[Abstract]:With the rapid development of the global economy, trade between countries is becoming more and more frequent. Ships have become the main means of transport of international cargo, the port and waterway related to ship transport. The safety of various supporting facilities, such as wharves, has become the focus of research in the shipping industry. At present, many experts and scholars in the shipping field have carried out extensive discussions and studies on the comprehensive evaluation methods for the navigation safety of ports and waterways. But we should see that each method has its own advantages and disadvantages. This paper attempts to establish a comprehensive evaluation system by using new methods to evaluate the navigation safety of the port and waterway. To provide a new idea for the follow-up study. First of all, by referring to the domestic and foreign methods of comprehensive safety assessment, the present research status of safety evaluation methods in the field of safety evaluation is obtained, and on this basis, the content of set pair analysis and rough set theory is deeply explored. In order to reflect the advantages of set pair analysis and rough set analysis, the theory is intuitionistic and the application is simple, the comprehensive evaluation model of set pair analysis and rough set is established by combining the two methods. The feasibility and applicability of the model are verified by specific problems. According to the characteristics of the port channel system and based on the previous research results, all the main factors affecting the port safety are obtained. In this paper, the comprehensive consideration of the port channel as a system will affect the environmental factors of the navigation safety. The ship factor and human factor are analyzed comprehensively, and the final evaluation index is obtained. Then, the set pair analysis and rough set comprehensive evaluation model are applied to the evaluation of navigable safety at the port. The steps are as follows: using the distinction matrix of rough set theory to screen the evaluation index to obtain the most important index affecting the channel safety, and using the attribute importance of rough set to determine the index weight. Then the mechanism of set pair analysis and evaluation is used to evaluate the safety of the port and waterway through the treated indexes, and the final evaluation results are obtained. Finally, taking the main channel of Qingdao Port as an example, this paper collects relevant data, analyzes and processes the data by using set pair analysis and rough set theory, and obtains the safety grade of the main waterway of Qingdao Port. The set pair analysis-rough set comprehensive evaluation model established in this paper is verified by an example to prove its applicability.
