【摘要】：巨災(zāi)與災(zāi)后可持續(xù)恢復(fù)是當(dāng)前災(zāi)害研究的兩個(gè)熱點(diǎn)議題,且二者之間有著緊密的關(guān)聯(lián)。在巨災(zāi)的情境下,社區(qū)互助模式難以適用,災(zāi)后恢復(fù)更依賴于外部援助,災(zāi)后可持續(xù)發(fā)展的問(wèn)題更為凸顯。中國(guó)政府在2008年"汶川地震"之后啟動(dòng)的"對(duì)口支援"為巨災(zāi)的可持續(xù)恢復(fù)提供了新的實(shí)踐模式,也為從理論上總結(jié)中國(guó)災(zāi)害管理實(shí)踐如何貢獻(xiàn)于全球知識(shí)的多樣性提供了豐富的養(yǎng)料。本文以長(zhǎng)期的田野調(diào)查為資料,以可持續(xù)恢復(fù)為概念框架,分析了中國(guó)"汶川地震"災(zāi)后恢復(fù)"對(duì)口支援"政策的長(zhǎng)期效果,將"對(duì)口支援"作為促進(jìn)巨災(zāi)可持續(xù)恢復(fù)的新的政策路徑,識(shí)別了"對(duì)口支援"中的組織結(jié)構(gòu)與網(wǎng)絡(luò)特征,分析了"對(duì)口支援"網(wǎng)絡(luò)結(jié)構(gòu)中多元主體的互動(dòng)對(duì)可持續(xù)恢復(fù)目標(biāo)的影響,倡導(dǎo)并推動(dòng)對(duì)"汶川地震"災(zāi)后恢復(fù)"對(duì)口支援"的理論總結(jié)。
[Abstract]:Catastrophe and sustainable recovery are two hot topics in current disaster research, and they are closely related. In the situation of catastrophe, community mutual aid model is difficult to apply, and disaster recovery is more dependent on external assistance. The problem of sustainable development after the disaster is even more prominent. The "counterpart support" launched by the Chinese government after the Wenchuan earthquake in 2008 provides a new practical model for the sustainable recovery of catastrophic disasters. It also provides a rich nutrient for summarizing theoretically how Chinese disaster management practices contribute to the diversity of global knowledge. This paper takes long-term field survey as the data and sustainable recovery as the conceptual framework. This paper analyzes the long-term effect of the policy of "counterpart support" in the disaster recovery of "Wenchuan earthquake" in China, regards "counterpart support" as a new policy path to promote the sustainable recovery of catastrophe, and identifies the organizational structure and network characteristics of "counterpart support". This paper analyzes the influence of the interaction of multiple agents on the goal of sustainable recovery in the "counterpart support" network structure, and advocates and promotes the theoretical summary of "counterpart support" in the post-disaster recovery of "Wenchuan earthquake".
