【摘要】：中國正處于城市化進(jìn)程加速時期，城市的汽車保有量飛速增長和人口快速膨脹并行是這時期一大特點(diǎn)。截止2011年，我國常住人口城市化率已達(dá)50%，即占世界人口1/6的中國，有6.5億人口居住在城市。數(shù)量巨大的人口向城市集聚，后果是城市人口密度大幅度增加，人均用地迅速減少。這些情況與我們城市原有的空間利用、交通規(guī)劃和交通設(shè)施形成了巨大的矛盾，城市交通安全形勢愈發(fā)嚴(yán)峻，成為引起全社會關(guān)注并亟待采取有效措施的問題。 中國城市交通安全文化研究，是交通文化體系一個值得關(guān)注的問題。文章運(yùn)用學(xué)理分析的方法，從我國城市交通安全文化缺失現(xiàn)象入手，分析城市交通安全文化缺失的原因。初步概括了中國城市交通安全文化的內(nèi)涵，探討了其涵義與特征、內(nèi)容與功能。城市交通安全文化的構(gòu)建是一項(xiàng)系統(tǒng)工程，，在借鑒國外代表性研究成果的基礎(chǔ)上，我們要堅(jiān)持以人為本的原則，整合政府、學(xué)校和社會多方面的力量，遵循交通安全文化建設(shè)內(nèi)在規(guī)律要求，通過政府實(shí)施交通安全資源的良性配置、全面構(gòu)建交通安全文化教育體系等路徑提高社會成員的交通安全文化素質(zhì)。 城市交通安全問題關(guān)系到我們每個人的切身利益。良好城市交通安全環(huán)境的形成與每個人遵守規(guī)則是分不開的，良好的社會交通安全氛圍更是培育高素質(zhì)交通參與者的土壤。交通參與者整體素質(zhì)的提高，整個社會的交通安全氛圍才能形成，城市交通系統(tǒng)整體安全才能得到保障。本論文試圖探索適合國情的城市交通安全文化構(gòu)建路徑，為豐富中國城市交通安全文化做一點(diǎn)嘗試，以期能有助于形成良好的社會交通安全氛圍，早日實(shí)現(xiàn)交通系統(tǒng)的整體安全，是這篇論文的研究目的所在。
[Abstract]:China is in an accelerating period of urbanization, and the rapid growth of urban car ownership and rapid population expansion is a major feature of this period. As of 2011, the urbanization rate of China's permanent resident population has reached 50 percent, that is, China, which accounts for 1/6 people in the world. There are 650 million people living in cities. A huge population agglomerates to cities, with the consequence of a significant increase in urban population density and a rapid decline in per capita land use. Traffic planning and transportation facilities have formed a huge contradiction, and the situation of urban traffic safety is becoming more and more serious, which has aroused the attention of the whole society and needs to be taken effective measures. The study of urban traffic safety culture in China is a problem worth paying attention to. This paper begins with the lack of urban traffic safety culture in China by means of theoretical analysis. This paper analyzes the reasons for the lack of urban traffic safety culture, summarizes the connotation of Chinese urban traffic safety culture, discusses its meaning and characteristics, contents and functions. The construction of urban traffic safety culture is a systematic project. On the basis of drawing lessons from the representative research results of foreign countries, we should adhere to the principle of "people-oriented", integrate the government, school and social forces, and follow the inherent law requirements of the construction of traffic safety culture. Through the benign allocation of traffic safety resources implemented by the government, the traffic safety culture and education system should be constructed in an all-round way to improve the quality of traffic safety culture of the members of the society. The problem of urban traffic safety concerns the vital interests of each of us. The formation of a good urban traffic safety environment is inseparable from the observance of rules by everyone. A good social traffic safety atmosphere is also the soil for cultivating high-quality traffic participants. With the improvement of the overall quality of traffic participants, the traffic safety atmosphere of the whole society can be formed. This paper attempts to explore the construction path of urban traffic safety culture suitable for the national conditions and try to enrich the urban traffic safety culture in China. The purpose of this paper is to help to form a good social traffic safety atmosphere and realize the overall safety of traffic system as soon as possible.
