撫順特鋼煉鋼系統(tǒng)粉塵作業(yè)的職業(yè)衛(wèi)生管控制度優(yōu)化研究

【摘要】:本文采用文獻參考法、現(xiàn)場調查法、圖表統(tǒng)計法、比較法、實驗法和評價法對撫順特鋼煉鋼系統(tǒng)粉塵作業(yè)的職業(yè)衛(wèi)生管控制度進行調查研究究并補充改進,通過對撫順特鋼煉鋼系統(tǒng)一煉鋼、二煉鋼和三煉鋼車間生產(chǎn)性粉塵時間加權平均接觸濃度、生產(chǎn)性粉塵超限倍數(shù)、粉塵游離二氧化硅含量的檢測和對2010年至2012年煉鋼系統(tǒng)工人的體檢情況分析,表明撫順特鋼煉鋼系統(tǒng)粉塵作業(yè)的管理制度優(yōu)化合理,控制成效良好。本課題取得的主要研究成果如下: (1)撫順特鋼煉鋼系統(tǒng)設立了職業(yè)衛(wèi)生管理機構,合理組建科室,設置職業(yè)衛(wèi)生專業(yè)技術人員,積極管理控制生產(chǎn)作業(yè)環(huán)境的安全性。撫順特鋼煉鋼系統(tǒng)制定并實施了多項職業(yè)衛(wèi)生管控項目,包括職業(yè)衛(wèi)生防治經(jīng)費管理、職業(yè)衛(wèi)生檔案管理、職業(yè)衛(wèi)生管理制度與操作規(guī)程的制定、職業(yè)衛(wèi)生宣傳教育制度管理、職業(yè)衛(wèi)生培訓制度管理和職業(yè)病應急救援預案制度管理等,并針對不同職業(yè)危害因素設定相對應的管理項目。 (2)撫順特鋼煉鋼系統(tǒng)關于粉塵作業(yè)的職業(yè)衛(wèi)生管理項目包括:除塵系統(tǒng)設置管理、除塵系統(tǒng)維護檢修管理、個人防塵用品使用管理、粉塵作業(yè)的職業(yè)衛(wèi)生監(jiān)護制度和防塵警示標識設置管理,但這些管理項目不全面,還需對撫順特鋼煉鋼系統(tǒng)粉塵作業(yè)在作業(yè)管理、作業(yè)環(huán)境管理、健康管理、職業(yè)衛(wèi)生教育四個方面進行改進。本課題在撫順特鋼煉鋼系統(tǒng)的粉塵檢測、防塵設備、入職前健康檢查、入職中定期健康檢查、特殊健康檢查、塵肺診斷、塵肺病人分級、入職前衛(wèi)生教育、入職中教育、提高教育以及塵肺患者康復教育管理等方面做出補充和要求。 (3)撫順特鋼煉鋼系統(tǒng)一煉鋼、二煉鋼和三煉鋼車間主要粉塵檢測項目為生產(chǎn)性粉塵時間加權平均接觸濃度檢測、生產(chǎn)性粉塵超限倍數(shù)檢測和粉塵游離二氧化硅含量檢測。經(jīng)過現(xiàn)場檢測和實驗室檢測分析,結果表明: 一煉鋼粉塵游離二氧化硅含量低于10%,屬于“其他粉塵”一類,CTWA值為1.76mg/m3,未超標;一煉鋼各崗位的生產(chǎn)性粉塵CTWA值小于PC-TWA值,均未超標;上料間的螢石混合性粉塵(總)實際超限倍數(shù)為9.7倍,,大于最大超限倍數(shù),屬于超標,其余崗位接觸的粉塵超限倍數(shù)均符合《工作場所有害因素職業(yè)接觸限值第1部分:化學有害因素》的限值要求。 二煉鋼粉塵游離二氧化硅含量低于10%,屬于“其他粉塵”一類,CTWA值為1.28mg/m3,未超標;二煉鋼各崗位的生產(chǎn)性粉塵CTWA值小于PC-TWA值,均未超標;上料間的螢石混合性粉塵(總)實際超限倍數(shù)為11.2倍,大于最大超限倍數(shù),屬于超標,其余崗位接觸的粉塵超限倍數(shù)均符合《工作場所有害因素職業(yè)接觸限值第1部分:化學有害因素》的限值要求。 三煉鋼各崗位的生產(chǎn)性粉塵CTWA值小于PC-TWA值,均未超標;15噸電渣爐和30噸電渣爐的螢石混合性粉塵(總)實際超限倍數(shù)分別為10.7倍和10.9倍,大于最大超限倍數(shù),屬于超標,其余崗位接觸的粉塵超限倍數(shù)均符合《工作場所有害因素職業(yè)接觸限值第1部分:化學有害因素》的限值要求。 (4)撫順特鋼嚴格按照《職業(yè)衛(wèi)生及職業(yè)健康監(jiān)護管理規(guī)定》,委托撫順市職業(yè)病防治院每年定期對接觸職業(yè)病危害因素的工人進行職業(yè)健康體檢,根據(jù)2010年至2012年煉鋼系統(tǒng)工人的體檢情況看,未發(fā)現(xiàn)粉塵危害的職業(yè)病和疑似職業(yè)病病人,發(fā)現(xiàn)粉塵職業(yè)禁忌證1人,對職業(yè)禁忌證者采取調離相關崗位的處置方式。企業(yè)關于粉塵職業(yè)健康監(jiān)護情況符合《中華人民共和國職業(yè)病防治法》和《職業(yè)健康監(jiān)護技術規(guī)范》(GBZ188-2007)的相關要求。
[Abstract]:This article uses the literature reference method, field survey method, statistical chart method, comparative method, occupation health control system test and evaluation method of Fushun special steel steelmaking system dust were investigated by adding modified by a steelmaking steelmaking system of Fushun steel, two steel and three steel smelting workshop dust production time weighted average contact concentration, the production of dust over multiple detection and analysis of dust and free silica content on 2010 to 2012 making system of workers health examination, shows that the management system optimization of Fushun special steel making system of dust control is reasonable, good effect. The main results are as follows:
(1) Fushun special steel making system set up occupation health management organizations, set up a reasonable set of departments, health professional and technical personnel occupation, active management of safety control production environment. The Fushun special steel making system formulated and implemented a number of occupation health management project, including the occupation health prevention funds management, occupation health archives management, formulation of occupation the health management system and operating procedures, occupation health education management system, occupation health management system of training and occupation disease emergency rescue plan management system, and according to the different occupation harm factors set corresponding to the project management.
(2) Fushun special steel making system on dust occupation health management project includes: dedusting system setting management dedusting system maintenance management, personal dust supplies use management, dust and dust monitoring system occupation health warning signs set management, but the management of the project is not comprehensive, the need for management of Fushun special steel steelmaking dust system in operation, the operating environment management, health management, improve four aspects of occupation health education. The subject in the dust of Fushun special steel steelmaking system testing, dust-proof equipment, before the entry into the school health examination, regular health examination, health examination, diagnosis of pneumoconiosis. Pneumoconiosis classification, before the entry into the health education. Vocational education, improving the education and rehabilitation of patients with pneumoconiosis education management to supplement and requirement.
(3) Fushun special steel making system of a steel, two steel and three steel workshop main project for the production of dust dust detection time weighted average exposure concentration detection, detection of the production of dust and dust overrun detection ratio of free silica content. Through field test and laboratory analysis results show that:
A steel dust free silica content less than 10%, which belongs to the "dust" category, the CTWA value is 1.76mg/m3, did not exceed the standard; the production of dust CTWA steel for each position value less than PC-TWA, did not exceed the standard; fluorite mixed dust (total) material between the actual limit ratio is 9.7 times greater than the maximum limit. The production of dust CTWA three steel posts value less than PC-TWA, did not exceed the standard; fluorite mixed dust 15 tons and 30 tons of electroslag furnace electroslag furnace (total) actual overload multiples were 10.7 times and 10.9 times greater than the maximum limit to exceed the standard, multiple dust overrun multiple contact are in line with the rest of the post work "workplace harmful factors occupation contact limiting value of first parts: chemical hazards > limits.
(4) Fushun special steel in strict accordance with the provisions on the management of occupation and occupation health "health care", commissioned by the occupation disease prevention Hospital of Fushun city every year on a regular basis, contact occupation hazards workers occupation health examination from 2010 to 2012, according to the examination of steelmaking system of workers, not found in dust hazard occupation disease and suspected occupation disease patients dust, found occupation contraindication of 1 people, take out related disposal of occupation contraindications. Occupation health care enterprises on the dust with "People's Republic of China occupation disease prevention law" and "occupation health technical specification > (GBZ188-2007) the relevant requirements.
