【摘要】：在目前復(fù)雜多變的新形勢(shì)下,高危行業(yè)現(xiàn)有的安全管理模式和人才選拔任用機(jī)制已經(jīng)無(wú)法滿足高危行業(yè)企業(yè)“由粗轉(zhuǎn)細(xì),穩(wěn)步發(fā)展”的要求。因此,必須結(jié)合重慶市高危行業(yè)安全管理人員現(xiàn)狀,引入現(xiàn)代管理理念,從企業(yè)安全管理人員的視角出發(fā),提升高危行業(yè)安全管理人員安全管理水平,遏制安全事故發(fā)生概率。建設(shè)高危行業(yè)安全管理人員隊(duì)伍,保障重慶市安全生產(chǎn)形勢(shì)持續(xù)向好發(fā)展,成為當(dāng)前一個(gè)亟待研究和解決的現(xiàn)實(shí)問(wèn)題。本文應(yīng)用現(xiàn)代安全管理理論和相關(guān)教學(xué)方法,對(duì)重慶市高危行業(yè)安全管理人員勝任力體系進(jìn)行了研究,主要研究成果如下:(1)本文首先對(duì)包括危險(xiǎn)化學(xué)品、非煤礦山、煙花爆竹在內(nèi)的76家高危行業(yè)企業(yè)的安全管理人員現(xiàn)狀進(jìn)行了統(tǒng)計(jì)調(diào)研,對(duì)目前重慶市高危行業(yè)安全管理人員的現(xiàn)狀進(jìn)行了分析梳理,提出了現(xiàn)階段企業(yè)安全生產(chǎn)人才發(fā)展存在的問(wèn)題。(2)在現(xiàn)代企業(yè)安全管理和勝任力理論的基礎(chǔ)上,充分結(jié)合本次調(diào)研內(nèi)容,提出了重慶市高危行業(yè)安全管理勝任力的概念(從事高危行業(yè)安全管理工作應(yīng)當(dāng)具備特定的個(gè)人素質(zhì)、專業(yè)知識(shí)、工作態(tài)度和管理制度等綜合特征)。(3)結(jié)合調(diào)研現(xiàn)狀,使用事件訪談法、調(diào)查問(wèn)卷以及其他行業(yè)安全管理人員勝任力指標(biāo)體系等相關(guān)文獻(xiàn)資料,使用SPSS軟件進(jìn)行深入分析后初步得到了重慶市高危行業(yè)安全管理人員勝任力體系。(4)使用層次分析法、粗糙集等理論對(duì)所得模型進(jìn)一步優(yōu)化研究,提出了提升重慶市高危行業(yè)安全管理人員勝任力的對(duì)策措施和具體操作方法。研究所得成果對(duì)高危行業(yè)安全管理人員的選拔、考核、任用、激勵(lì)均具有現(xiàn)實(shí)指導(dǎo)意義。對(duì)保障重慶市高危行業(yè)安全生產(chǎn)工作持續(xù)向好發(fā)展具有一定參考價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:In the current new situation under complex, high-risk industries existing safety management mode and personnel selection and appointment mechanism has been unable to meet the high-risk industries and enterprises "from coarse to fine, steady development" requirements. Therefore, must be combined with the safety management of Chongqing city high risk status of the industry, the introduction of modern management concept, starting from the safety management personnel of enterprises from the perspective of enhancing the safety management level of high-risk industry safety management, curb safety accidents. The construction of team safety management personnel in high-risk industries, security situation of production safety in Chongqing city continues to develop, has become a realistic problem urgently to be studied and solved in this paper. The application of modern safety management theory and related teaching methods are studied safety management personnel in high-risk industry of Chongqing City competency system, the main research results are as follows: (1) firstly, including non hazardous chemicals. Coal mine, the statistical investigation safety management status of 76 high-risk industries and enterprises of fireworks, the present situation of safety management of high-risk industry of Chongqing city the paper analysis, put forward the present problems in the development of enterprise safety production personnel. (2) based on the modern enterprise safety management and competency theory on combining the investigation content, put forward Chongqing City high-risk industry safety management competency concept (engaged in the safety management of high-risk industries should have certain personal qualities, professional knowledge, work attitude and management system integrated features). (3) combined with the investigation of the current situation, the use of event interview method, index system the documents for the questionnaire and other industry safety management personnel, in-depth analysis using SPSS software after we get the safety management of high-risk industry of Chongqing City Staff competency system. (4) the use of AHP, rough set theory for the further optimization of the model, and puts forward some countermeasures and concrete operation methods to improve safety management personnel in Chongqing high-risk industry competency. Selection, research results of high-risk industry safety management personnel assessment, appointment, incentive has practical significance. On the protection of high-risk industries production safety work in Chongqing city continued development has a certain reference value and practical significance.
