【摘要】：在應(yīng)急救援及突發(fā)事件的各項(xiàng)處理措施中,航空運(yùn)輸以其救援范圍廣、響應(yīng)速度快等優(yōu)勢(shì)成為世界范圍內(nèi)廣泛采取的救災(zāi)手段,而地面運(yùn)輸以其對(duì)災(zāi)害的強(qiáng)適應(yīng)性和靈活性等特點(diǎn)成為應(yīng)急救援最可靠的補(bǔ)充運(yùn)輸方式。本文首先提出將K-means聚類與范例推理相結(jié)合的方法對(duì)各災(zāi)區(qū)的應(yīng)急救援物資需求量進(jìn)行預(yù)測(cè),并提出反饋補(bǔ)償K值的確定方法更科學(xué)合理的對(duì)歷史災(zāi)情信息進(jìn)行挖掘處理,提高了預(yù)測(cè)效率;其次考慮隨機(jī)風(fēng)對(duì)航空器運(yùn)行軌跡的影響,建立航空應(yīng)急救援調(diào)度多目標(biāo)優(yōu)化模型,并依據(jù)四川省歷年地震災(zāi)害數(shù)據(jù)完成對(duì)從出救點(diǎn)直接運(yùn)送到受災(zāi)點(diǎn)的航空運(yùn)輸方式的驗(yàn)證;然后考慮道路損毀條件下的動(dòng)態(tài)路網(wǎng)產(chǎn)生的運(yùn)輸延誤時(shí)間,提取地面應(yīng)急交通流數(shù)據(jù)并對(duì)動(dòng)態(tài)路網(wǎng)進(jìn)行分析,構(gòu)造地面運(yùn)輸調(diào)度多目標(biāo)優(yōu)化模型,確定空地聯(lián)運(yùn)中的地面調(diào)度配送方案;最后借鑒航空應(yīng)急救援調(diào)度方法,結(jié)合三層救災(zāi)網(wǎng)絡(luò)中的地面運(yùn)輸調(diào)度模型,以運(yùn)輸時(shí)間為線索,構(gòu)建空地聯(lián)運(yùn)協(xié)同調(diào)度模型,并依據(jù)四川省地震災(zāi)害數(shù)據(jù)設(shè)計(jì)算例完成對(duì)空地聯(lián)運(yùn)協(xié)同調(diào)度方式的驗(yàn)證,結(jié)果表明,本文提出的空地聯(lián)運(yùn)協(xié)同調(diào)度模型能有效提高調(diào)度效率。
[Abstract]:Among the emergency rescue and emergency handling measures, air transportation has become a widely adopted means of disaster relief in the world because of its advantages of wide rescue scope and fast response speed. Ground transportation has become the most reliable supplementary transportation method for emergency rescue because of its strong adaptability and flexibility to disasters. Firstly, this paper proposes a method of combining K-means clustering with case-based reasoning for emergency relief in various disaster areas. Forecasting the demand for capital, The method of determining the K value of feedback compensation is put forward to mine and deal with the historical disaster information more scientifically and reasonably, which improves the forecasting efficiency. Secondly, considering the influence of random wind on the track of aircraft, The multi-objective optimization model of aviation emergency rescue dispatch is established, and the verification of the air transportation mode from the rescue point to the disaster spot is completed according to the earthquake disaster data of Sichuan Province over the years. Then considering the transportation delay time caused by the dynamic road network under the condition of road damage, the ground emergency traffic flow data are extracted and the dynamic road network is analyzed, and a multi-objective optimization model of ground transportation dispatching is constructed. Finally, using the aviation emergency rescue dispatching method for reference, combined with the ground transportation scheduling model in the three-tier disaster relief network, taking the transportation time as the clue, the cooperative scheduling model of air-to-ground combined transport is constructed. Based on the example of earthquake disaster data design in Sichuan province, the cooperative scheduling mode of air-to-ground combined transport is verified. The results show that the cooperative scheduling model proposed in this paper can effectively improve the scheduling efficiency.
