【摘要】：隨著航運(yùn)市場(chǎng)的繁榮和船舶大型化的發(fā)展,船舶溢油事故頻發(fā),給海洋環(huán)境、海洋生物、人類健康及社會(huì)經(jīng)濟(jì)發(fā)展帶來了嚴(yán)重后果,船舶溢油事故已成為嚴(yán)重的環(huán)境問題和社會(huì)問題。國內(nèi)外研究比較多的是港區(qū)油輪溢油風(fēng)險(xiǎn),也有對(duì)某一海域的溢油風(fēng)險(xiǎn)研究,但很少有人涉及到非油輪船舶在海上(沿海水域)航行過程中的溢油風(fēng)險(xiǎn)研究,因此采用恰當(dāng)?shù)姆椒▽?duì)船舶溢油風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),有利于針對(duì)船舶溢油事故的風(fēng)險(xiǎn)因素,提出科學(xué)、合理、可操作的預(yù)防措施,降低溢油風(fēng)險(xiǎn)。這對(duì)保護(hù)海洋環(huán)境和生態(tài)資源,建立船舶污染應(yīng)急反應(yīng)體系意義重大。 本文首先回顧了近年來國內(nèi)外海上船舶重大溢油事故,并結(jié)合國內(nèi)外船舶溢油風(fēng)險(xiǎn)研究現(xiàn)狀,運(yùn)用模糊綜合評(píng)價(jià)方法(FCE)分析了可能導(dǎo)致海上船舶溢油風(fēng)險(xiǎn)的四大影響因素(船舶狀況、船員因素、水文因素及氣象因素),建立了海上船舶溢油風(fēng)險(xiǎn)綜合評(píng)價(jià)指標(biāo)體系。然后,利用層次分析法(AHP)分析各影響因素的權(quán)重和隸屬度,建立海上船舶溢油風(fēng)險(xiǎn)的模糊綜合評(píng)價(jià)模型,運(yùn)用模糊綜合評(píng)價(jià)方法進(jìn)行評(píng)價(jià),并用該評(píng)價(jià)模型評(píng)價(jià)廈門水域集裝箱船舶的溢油風(fēng)險(xiǎn),與風(fēng)險(xiǎn)矩陣評(píng)價(jià)法進(jìn)行對(duì)比,得出所構(gòu)建的評(píng)價(jià)指標(biāo)體系具有可行性。
[Abstract]:With the prosperity of shipping market and the large-scale development of ships, the frequent oil spills of ships have brought serious consequences to the marine environment, marine life, human health and social and economic development. The ship oil spill accident has become a serious environmental and social problem. The risk of oil spill from oil tankers in the port area and the oil spill risk in a certain sea area have been studied more at home and abroad. However, there are few people involved in the study of oil spill risk of non-oil tanker ships during navigation at sea (coastal waters). Therefore, it is beneficial to use appropriate methods to evaluate the risk factors of oil spill accidents. Scientific, reasonable and operational preventive measures are put forward to reduce the risk of oil spills, which is of great significance to protect marine environment and ecological resources and to establish an emergency response system for marine pollution. This paper first reviews the major oil spill accidents of ships at home and abroad in recent years, and combines the present situation of research on oil spill risk of ships at home and abroad. The fuzzy comprehensive evaluation method (FCEE) is used to analyze the four factors (ship condition, crew factor, hydrological factor and meteorological factor) that may lead to the oil spill risk, and the comprehensive evaluation index system of the oil spill risk is established. The weight and membership degree of the influencing factors are analyzed by using the Analytic hierarchy process (AHP), and the fuzzy comprehensive evaluation model of the oil spill risk of marine ships is established, and the fuzzy comprehensive evaluation method is used to evaluate the risk. The evaluation model is used to evaluate the oil spill risk of container ships in Xiamen waters, and compared with the risk matrix evaluation method, it is concluded that the evaluation index system is feasible.
