基于我國(guó)船旗國(guó)檢查結(jié)果的船舶安全評(píng)價(jià)研究

【摘要】:世界貿(mào)易的不斷發(fā)展催促著世界運(yùn)輸業(yè)的發(fā)展。海運(yùn)運(yùn)輸因具有運(yùn)力大、運(yùn)價(jià)低的特點(diǎn),承擔(dān)著世界上80%以上運(yùn)輸總量,伴隨著航運(yùn)業(yè)的發(fā)展,船舶安全就越來(lái)越被世界各國(guó)所重視。 船舶安全檢查,一般可從檢查的目標(biāo)上劃分為港口國(guó)監(jiān)督(PSC PORT STATE CONTROL)和船旗國(guó)監(jiān)督(FSC FLAG STATE CONTROL)兩部分。我國(guó)于1982年開始在大連和天津港務(wù)監(jiān)督試點(diǎn)。1994年,我國(guó)正式成為東京備忘錄成員,我國(guó)現(xiàn)在沿海及內(nèi)河的大部分港口都已開展了FSC檢查工作。船舶安全風(fēng)險(xiǎn)評(píng)估是一個(gè)復(fù)雜的研究課題,而船舶安全檢查是海事主管機(jī)構(gòu)對(duì)船舶實(shí)施的一種動(dòng)態(tài)直接的安全風(fēng)險(xiǎn)隱患監(jiān)督檢查工作,我國(guó)海事管理機(jī)構(gòu)每年都要付出大量的人力和物力來(lái)開展船舶安全檢查工作。開展船舶安全檢查工作,就是要對(duì)船舶航行和作業(yè)過(guò)程中影響正常生產(chǎn)的各種物與人的因素,如船體結(jié)構(gòu)、主要設(shè)備、船員適任等方面進(jìn)行檢查,并非僅僅是船舶硬件,而是包括了船舶設(shè)備、船員、船舶安全管理等諸多因素的集合,從而有效保障海上生命和財(cái)產(chǎn)的安全,有效保護(hù)海洋環(huán)境。 本文圍繞目前國(guó)際PSC及國(guó)內(nèi)FSC檢查的現(xiàn)狀,指出我國(guó)FSC檢查作為我國(guó)海事主管機(jī)關(guān)對(duì)船舶進(jìn)行監(jiān)督管理的重要手段,其對(duì)減少低標(biāo)準(zhǔn)船舶,促進(jìn)船舶技術(shù)狀況的改善,保護(hù)船舶安全,維護(hù)海洋環(huán)境起到重要的作用。但是由于海事監(jiān)管力量有限,不可能對(duì)所有船舶實(shí)施不間斷的監(jiān)管,而我國(guó)船舶FSC檢查后,缺乏相應(yīng)的對(duì)船舶安全性定量的評(píng)估,尤其是難以區(qū)分在FSC中被檢查出存在缺陷但未存在滯留缺陷的船舶安全性的高低,使得海事日常監(jiān)管重復(fù)性高,缺乏重點(diǎn),船公司也無(wú)法充分利用FSC檢查結(jié)果開展有針對(duì)性的安全管理。本文借鑒國(guó)外相關(guān)的船舶安全檢查目標(biāo)選擇、安全風(fēng)險(xiǎn)評(píng)估上的研究成果,并根據(jù)我國(guó)的實(shí)際情況,利用聚類分析法,并結(jié)合FSA(Formal Safety Assessment)對(duì)已被FSC檢查的船舶做出其安全性相應(yīng)的評(píng)價(jià),并通過(guò)實(shí)例進(jìn)行分析校正,為今后我國(guó)海事管理機(jī)構(gòu)和船公司充分利用我國(guó)FSC檢查成果,集中力量對(duì)安全性較低的船舶進(jìn)行重點(diǎn)安全監(jiān)管和管理提供參考,進(jìn)而提升管理效率,節(jié)約成本,有效保障船舶安全。
[Abstract]:The continuous development of world trade hastens the development of the world transportation industry. Because of the characteristics of large capacity and low freight rate, maritime transport undertakes the total transportation volume of more than 80% in the world, which is accompanied by the development of the shipping industry. The ship safety is paid more and more attention by the countries all over the world. Ship safety inspection can generally be divided into two parts: PSC PORT STATE control) and FSC FLAG STATE control. China has formally become a member of the Tokyo Memorandum, and most of the ports along the coast and inland rivers in China have already carried out FSC inspection work. Ship safety risk assessment is a complex research topic. And the ship safety inspection is a kind of dynamic and direct supervision and inspection of the hidden danger of safety risk, which is carried out by the maritime competent authority. The maritime administration in our country has to pay a great deal of manpower and material resources every year to carry out the work of ship safety inspection. To carry out the work of ship safety inspection is to affect all kinds of things and human factors that affect normal production in the course of ship navigation and operation. For example, the inspection of hull structure, main equipment, crew suitability and so on is not just the hardware of the ship, but a collection of many factors, such as ship equipment, crew, ship safety management, etc. Thus effectively safeguard the safety of life and property at sea, and effectively protect the marine environment. This paper focuses on the present situation of international PSC and domestic FSC inspection, and points out that China's FSC inspection, as an important means for the supervision and management of ships by our maritime authorities, can reduce the number of low-standard ships and promote the improvement of ship technical conditions. The protection of ship safety and the maintenance of marine environment play an important role. However, due to the limited power of maritime supervision, it is impossible to carry out uninterrupted supervision over all ships. However, after the FSC inspection of ships in China, Lack of corresponding quantitative assessment of ship safety, especially it is difficult to distinguish the safety of ships with defects but no residual defects in FSC, which makes the daily maritime supervision high repeatability and lack of emphasis. The shipping company is unable to make full use of the FSC inspection results to carry out targeted safety management. This paper draws lessons from the research results of foreign ship safety inspection target selection, safety risk assessment, and according to the actual situation of our country, Using cluster analysis method and combining with FSA(Formal Safety assessment to evaluate the safety of ships that have been inspected by FSC, and making analysis and correction through examples, so as to make full use of our country's FSC inspection results for our maritime administration agencies and shipping companies in the future. This paper focuses on providing reference for key safety supervision and management of ships with low security, thus improving management efficiency, saving cost and ensuring ship safety effectively.
