【摘要】：我國長期以來經(jīng)濟發(fā)展對煤炭資源的依賴,使得煤炭安全之弦始終緊繃,突發(fā)事故頻頻發(fā)生,造成巨大的人員傷亡和財產(chǎn)損失。由于突發(fā)事故事發(fā)突然,不可能都被預見和提前消除,但是規(guī)范的應急管理體系能夠有效地應對突發(fā)事故,降低事故后果。只有完善煤礦應急管理體系,不斷地提高自身的應急救援能力,才能在應急救援過程中起到?jīng)Q定性的作用。因此,加強煤礦應急救援能力的評價研究,對規(guī)范煤礦應急管理體系具有重要的現(xiàn)實意義。 論文以煤礦應急救援能力作為切入點開展深入研究。首先,根據(jù)煤礦應急救援能力的內(nèi)涵,結(jié)合我國煤礦自身的特征,設計出了煤礦應急救援能力評價指標體系。其次,為了體現(xiàn)影響煤礦應急救援能力各因素之間的相互依存和反饋關系,構(gòu)建了煤礦應急救援能力網(wǎng)絡結(jié)構(gòu)圖。由于在煤礦應急救援的過程中,往往由最差因素決定著應急救援的成敗,即“短板”決定了其整體的發(fā)展趨勢。因此,提出了基于網(wǎng)絡層次分析法和最小判別法的煤礦應急救援能力逐級評價模型。該模型不僅充分利用網(wǎng)絡層次分析法描述各因素之間的相互關系,而且能夠找出影響煤礦應急救援能力的薄弱環(huán)節(jié)。最后,通過應用研究,找出制約煤礦應急救援能力的根本原因,提出改進路徑,為規(guī)范煤礦應急管理體系提供科學依據(jù)。
[Abstract]:The dependence of our country's economic development on coal resources for a long time has made the safety of coal always tight and sudden accidents occur frequently, resulting in huge casualties and property losses. As a result of sudden accidents, It is impossible to be foreseen and eliminated in advance, but the standardized emergency management system can effectively cope with sudden accidents and reduce the consequences of accidents. Only by perfecting the coal mine emergency management system and constantly improving its emergency rescue capability, Therefore, it is of great practical significance to strengthen the evaluation and research of coal mine emergency rescue ability to standardize the coal mine emergency management system. Firstly, according to the connotation of coal mine emergency rescue ability and the characteristics of coal mine in our country, the evaluation index system of coal mine emergency rescue ability is designed. In order to reflect the interdependence and feedback relationship among the factors affecting the ability of coal mine emergency rescue, the network structure map of coal mine emergency rescue capability is constructed. Because in the process of coal mine emergency rescue, It is often the worst factor that determines the success or failure of emergency relief, that is, the "short board" determines its overall development trend. A hierarchical evaluation model of coal mine emergency rescue capability based on network analytic hierarchy process (NAHP) and minimum discriminant method is proposed, which not only makes full use of NAHP to describe the relationship between various factors. Finally, through the application research, find out the basic reason of restricting the coal mine emergency rescue ability, put forward the improvement path, provide the scientific basis for standardizing the coal mine emergency management system.
