【摘要】：煤礦行業(yè)是國(guó)民經(jīng)濟(jì)的主要行業(yè),也是內(nèi)蒙古的主要支柱產(chǎn)業(yè)。改革開(kāi)放三十多年以來(lái),內(nèi)蒙古煤礦產(chǎn)業(yè)獲得了蓬勃的發(fā)展,但在發(fā)展過(guò)程中存在嚴(yán)重的安全生產(chǎn)問(wèn)題,制約了煤礦產(chǎn)業(yè)進(jìn)一步發(fā)展的空間。為了遏制煤礦安全事故的發(fā)展,有效利用煤礦資源,把煤礦產(chǎn)業(yè)做大做強(qiáng),向健康、有序、可持續(xù)發(fā)展的方向發(fā)展。本文就從政府的角度上,研究?jī)?nèi)蒙古煤礦安全生產(chǎn)的政府規(guī)制。 因此,本論文一共分為四個(gè)部分。第一部分是內(nèi)蒙古煤礦安全生產(chǎn)之現(xiàn)狀和存在的問(wèn)題。先是分析從煤礦生產(chǎn)死亡率總體下降、煤礦產(chǎn)量不斷增加、煤礦生產(chǎn)的安全事故大為減少、原煤生產(chǎn)百萬(wàn)噸死亡率呈現(xiàn)下降趨勢(shì)來(lái)總結(jié)內(nèi)蒙古煤礦安全生產(chǎn)之現(xiàn)狀；之后從煤礦安全生產(chǎn)監(jiān)督法律政策不健全、煤礦安全生產(chǎn)教育機(jī)制匱乏、煤礦安全生產(chǎn)監(jiān)督機(jī)制薄弱、煤礦安全生產(chǎn)技術(shù)落后、煤礦企業(yè)產(chǎn)權(quán)結(jié)構(gòu)不清晰來(lái)總結(jié)內(nèi)蒙古煤礦安全生產(chǎn)所存在之問(wèn)題。 第二部分是內(nèi)蒙古煤礦安全生產(chǎn)現(xiàn)狀及存在問(wèn)題的原因分析。從煤礦安全生產(chǎn)監(jiān)督法律政策不健全的原因分析、煤礦安全生產(chǎn)教育機(jī)制匱乏的原因分析、煤礦安全生產(chǎn)監(jiān)督機(jī)制薄弱的原因分析、煤礦安全生產(chǎn)技術(shù)落后的原因分析、煤礦企業(yè)產(chǎn)權(quán)結(jié)構(gòu)不清晰的原因分析來(lái)總結(jié)影響內(nèi)蒙古煤礦安全生產(chǎn)主要原因。 第三部分是研究發(fā)達(dá)國(guó)家煤礦安全生產(chǎn)管理的經(jīng)驗(yàn)和給予我們的啟示。分析美國(guó)、德國(guó)和澳大利亞這些發(fā)達(dá)國(guó)家的煤礦安全生產(chǎn)管理所取得的經(jīng)驗(yàn),并由此得出政府對(duì)煤礦安全生產(chǎn)的監(jiān)督作用、注重先進(jìn)技術(shù)和安全教育培訓(xùn)工作、建立以人為本的生產(chǎn)管理機(jī)制。 第四部分是研究?jī)?nèi)蒙古煤礦安全生產(chǎn)體制建立之措施。從完善煤礦安全生產(chǎn)法規(guī)政策、加強(qiáng)煤礦安全生產(chǎn)教育工作、建立全方位的社會(huì)監(jiān)督機(jī)制、推廣和應(yīng)用新技術(shù)、整頓煤礦產(chǎn)業(yè)結(jié)構(gòu),增強(qiáng)安全生產(chǎn)實(shí)力來(lái)提出加強(qiáng)煤礦安全生產(chǎn)體制的政府規(guī)制。
[Abstract]:The coal mine industry is the main industry of the national economy and also the main pillar industry of Inner Mongolia. Since the reform and opening up to the outside world more than 30 years ago, the coal mine industry in Inner Mongolia has gained vigorous development, but in the process of development, there are serious problems in production safety. In order to curb the development of coal mine safety accidents, to effectively utilize coal mine resources, to make the coal mine industry bigger and stronger, and to be healthy and orderly, This paper studies the government regulation of coal mine safety production in Inner Mongolia from the angle of government. Therefore, this paper is divided into four parts. The first part is the present situation and existing problems of coal mine safety production in Inner Mongolia. Safety accidents in coal production have been greatly reduced, and the mortality rate of millions of tons of raw coal production has shown a downward trend to summarize the present situation of coal mine safety production in Inner Mongolia. After that, the laws and policies for the supervision of coal mine safety production are not perfect. The education mechanism of coal mine safety production is deficient, the supervision mechanism of coal mine safety production is weak, the safety production technology of coal mine is backward, and the structure of property right of coal mine enterprise is not clear to sum up the problems existing in coal mine safety production in Inner Mongolia. The second part is the analysis of the present situation and existing problems of coal mine safety production in Inner Mongolia, from the analysis of the reasons why the laws and policies of coal mine safety production supervision are not perfect, and the reasons for the lack of the mechanism of coal mine safety production education. This paper analyzes the reasons why the supervision mechanism of coal mine safety production is weak, the reason why the safety production technology of coal mine is backward, and the reason that the property right structure of coal mine enterprise is not clear to sum up the main reasons that affect the coal mine safety production in Inner Mongolia. The third part is to study the experience of coal mine safety production management in developed countries and give us some enlightenment. Therefore, the government should pay attention to advanced technology and safety education and training, and establish a people-oriented production management mechanism. The 4th part is to study the measures to establish the coal mine safety production system in Inner Mongolia, from perfecting the coal mine safety production laws and regulations policy, strengthening the coal mine safety production education work, establishing the omni-directional social supervision mechanism, popularizing and applying the new technology. The government regulation of coal mine safety production system should be strengthened by rectifying coal mine industrial structure and enhancing production safety strength.
