【摘要】：安全是民航業(yè)可持續(xù)發(fā)展的先決條件。全球民航業(yè)長期以來對如何保障生產(chǎn)安全以及建立相應的管理體系進行了大量研究和實踐工作。目前,民航安全管理的最新模式發(fā)展到了安全管理體系(Safety Management System, SMS)的階段。 SMS與傳統(tǒng)的安全管理模式相比,它遵循全新的安全管理思想,主要體現(xiàn)在從事件查處、事態(tài)管理向系統(tǒng)管理、風險控制的轉(zhuǎn)變。本文以T民航公司的SMS01版的項目建設為研究對象,分析如何有效地在民航維修企業(yè)中開展安全管理體系的建設。研究內(nèi)容包括：對T公司推廣SMS的環(huán)境要素進行分析,闡述SMS01項目建設的驅(qū)動因素；對項目建設過程進行分析,分析項目組織機構(gòu)的建立,項目建設的工作分解,責任的歸屬和分配,項目實施的進度計劃；對SMS最核心的工作內(nèi)容——風險管理建設和安全保證的措施方面進行論證。研究結(jié)論表明項目化管理能夠有效地促進SMS體系建設的效率,提高SMS體系的建設質(zhì)量。SMS的有效措施體現(xiàn)在落實安全責任,管理風險,提高全員安全意識。 由于SMS對于中國民航公司是個較為新興的事物,國內(nèi)的民航安全管理體系建設還處于起步階段,沒有形成一個標準模板。因此,希望本文的研究結(jié)果能為國內(nèi)民航公司的SMS建設起到借鑒作用。
[Abstract]:Safety is a prerequisite for the sustainable development of the civil aviation industry. For a long time, the global civil aviation industry has done a lot of research and practice on how to ensure production safety and establish the corresponding management system. The latest mode of civil aviation safety management has developed to the stage of safety management system safety Management system (SMSs). Compared with the traditional security management mode, SMS follows a completely new security management idea, which is mainly embodied in the following aspects: from incident detection, incident management to system management. The change of risk control. This paper takes the project construction of SMS01 version of T civil aviation company as the research object. This paper analyzes how to effectively carry out the construction of safety management system in civil aviation maintenance enterprises. The research contents include: analyzing the environmental factors of T Company to promote SMS, expounding the driving factors of SMS01 project construction, analyzing the process of project construction, Analyze the establishment of the project organization, the work breakdown of the project construction, the attribution and distribution of the responsibility, the progress plan of the project implementation; This paper demonstrates the core work content of SMS, the measures of risk management construction and security assurance. The conclusion shows that the project management can effectively promote the efficiency of SMS system construction. The effective measures to improve the construction quality of SMS system are to implement the safety responsibility, manage the risk and raise the safety consciousness of the whole staff. Because SMS is a relatively new thing for CAAC, the construction of civil aviation safety management system in China is still in its infancy and does not form a standard template. I hope the results of this paper can be used for reference for the SMS construction of domestic civil aviation companies.
